of BuAer, BuS&A and ASO on matters pertaining to supplies of Aviation material.

The Aviation Supply Office is the Supply Demand Control Point under BuAer & BuS&A for exercising inventory control over aviation material.

The organization of the Bureau of Supplies and Accounts has recently been revised in order for the Bureau to assume the additional responsibilities assigned to it by implementation of the Navy Supply System, and to assume more centralized administration of activities in the field. Details of the new bureau organization will appear in subsequent changes to the BuS&A Manual, Volume I, Chapter IV. Minute consideration of organizational details of BuS&A is beyond the scope of this text, although brief mention will be made of certain broad organizational features.

The administration of BuS&A is headed by the Chief of the Bureau who is assisted by a Deputy and an Assistant Chief, the general duties of whom have already been covered. The Bureau is divided into the following three general groups, each headed by a Director who has the title of an Assistant Chief of the Bureau.

1. Director of Material Control. Exercises bureau supervision over the Supply Demand Control Points established under the Navy Supply System.

2. Director of Supply Operations and Services. Supervises operations of supply in the field.

3. Fiscal Director. Supervises finance, budgeting, accounting, and auditing activities in the field.

These three groups perform the three major types of work for which BuS&A is responsible-matters pertaining to Material, Supply, and Fiscal, respectively.

There is another officer who has the title of Assistant Chief of the Bureau-the Chief of the Field Branch, in Cleveland, Ohio. The Field Branch is concerned primarily with disbursing, and is considered part of BuS&A. Space limitations in the Bureau prevent its location in Washington.

There are several other divisions of the Bureau not assigned to any of the above groups mentioned, but which serve in a staff capacity to the Deputy and Assistant Chief. These include the Aviation Supply Liaison Division, already mentioned, the Naval Personnel and Training Division, the Office of the Administrative and Planning Assistant, the Planning Division, and several others.

Since detailed consideration of organizational features of BuS&A is more properly in the field of General Supply, the foregoing discussion will be sufficient to identify the bureau to Aviation Supply personnel as a component of the NavAer Organization.

AVIATION SUPPLY OFFICE

Just below Bureau level are the Supply Demand Control Points within the Navy Supply System.

The Aviation Supply Office was the first actual SupplyDemand Control Point to be established. Moreover, the present Navy Supply System is closely patterned after the relationship existing between BuS&A, BuAer, and ASO as a result of the evolution of the Aviation Supply System during World War II.

Functional and organizational details of the Aviation Supply Office are presented in chapter 5.

In the preceding chapters we have discussed the Organization for National Security, and have considered a detailed analysis of the entire Navy Department. Our study has emphasized those components of the Navy that play leading roles in the NavAer Organization. Presentation in this manner enables us to understand clearly the position of Naval Aviation in America's defenses and to understand the existing relationships between the different members of the "team.”

It is now only necessary to complete the Supply side of the picture to give full meaning to the scope and extent of Naval Aviation Supply. This chapter will briefly describe the organization of the entire Naval Supply System, and will introduce concepts necessary to the understanding of how the Aviation Supply Office operates.

A few remarks concerning the background of the Navy Supply Plan will illustrate its importance.
