The subcommittee met at 10 a.m., Hon. F. Edward Hébert (chairman of the subcommittee) presiding. Mr. HÉBERT. The committee will be in order. Members of the committee, the Chair wishes to make this opening statement in connection with the hearings. Before beginning our hearings this morning, I wish to make a brief statement for the record which will reflect the purpose and objectives of these hearings. This subcommittee, by delegation of authority from the chairman of the Committee on Armed Services, has, over the years, exercised primary legislative responsibility over the laws affecting our Reserve Forces. As a consequence of this legislative responsibility and jurisdiction, this subcommittee has, when other committee activity would permit, conducted an annual review of the posture of our Reserve Forces. This review has been important in the past in enabling the subcommittee to view in proper perspective legislative recommendations originating in the Department of Defense or from Members of Congress which affected our Reserve Forces. Today, we are again beginning our annual review of the posture of our Reserve Forces. However, the review this year will, for reasons which I intend to briefly outline, be much more important to all concerned, than those we have had in the past. The distinction between Reserve posture hearings held in previous years, as compared to our present hearing, principally lies in the fact that in previous years we have discussed mobilization capabilities of the Reserve Forces in academic or hypothetical terms— today, by virtue of the recent limited mobilization of our Reserve Forces, we can discuss this mobilization capability on a factual basis. The Reserve Forces structure has now been subjected to a test in the crucible of actual mobilization-we intend to determine whether it has met this test satisfactorily, or whether administrative or legislative changes are required. We are all aware of the almost countless charges and countercharges of alleged deficiencies and inequities in the Reserve program that have become a matter of public discussion during the past few months. We are also aware that certain individuals may attempt to make "political hay" out of this situation. (5399) I speak for the members of the subcommittee and myself when I state, most categorically, that these hearings will not become a forum for a "political marathon." The security of our Nation and the shape and composition of our Reserve Forces is not a partisan issue. For example, we are vitally interested in the proposed reorganization of the Army Reserve components not because of any sectional or partisan consideration, but solely on the effect it will have on our national security. In view of this consideration, this subcommittee has been advised that the Department of Defense has agreed not to implement its proposed Army Reserve reorganization plan until after the subcommittee has reached its own conclusions on the subject. This subcommittee has deliberately refrained from making any statement or expressing any opinion in connection with these hearings because of its desire to approach this entire subject with complete objectivity. I might add that some members of the subcommittee may have been criticized for this seeming reluctance to take a position on various of these problmes. However, regardless of this criticism, we will not prejudge this case until we have had an opportunity to review all the facts. Then, and only then, will we have any recommendation to make, either in the legislative or administrative field. Although we hope to conclude our hearings as promptly as possible, we will not do so at the expense of obtaining less than the complete picture. We, therefore, intend to hear from anyone who can make a genuine contribution to the effort being made by our subcommittee to completely review our Reserve Forces program. At this point in the record, if there is no objection, I will read the letter received by the subcommittee establishing its jurisdiction in this matter and outlining areas of particular interest. This is the letter from Chairman Vinson, addressed to me as chairman of this subcommittee. DEAR MR. HÉBERT: In accordance with authority previously vested in me by the full Committee on Armed Services, I am hereby delegating to Subcommittee No. 3, with you as chairman, the responsibility for conducting a comprehensive inquiry into the defense posture of the Reserve components of our Armed Forces. The scope of your inquiry shall include, but not be limited to, the following pertinent considerations: (a) Review of alleged deficiencies resulting from the recent limited mobilization of the Reserve components. (b) National defense requirments for a Reserve component program. (c) Present and future costs of the Reserve component program. (d) Ability of the Reserve components to fulfill mobilization requirements (e) Review of the application of the statutory Reserve military obligation on individuals who have completed 2 or more years of active duty. In view of the importance of this inquiry, I would urge that you attempt to complete subcommittee action for report to the full committee prior to the conclusion of this session of the Congress.
