Captain KERR. Thank

you, sir.

Mr. WINSTEAD. It is a very, very fine statement, Captain. And some of us who have been on this committee a good while realize what a battle we had a few years ago to get a Reserve authorized. And then we know a little of your troubles to get sufficient funds.

I am wondering: Are most of your reservists on paid-drill status? Captain KERR. No, sir. Out of my totals now, I will end up on June 30 with approximately 13,200 enlisted men and 1,800 officers that are in a drill-paid status. That is what we call the Organized Reserve. They attend 48 drills per year, sir, and 2 weeks' active duty for training.

Mr. WINSTEAD. We are certainly proud of your accomplishment. We have some members of this committee that are much better informed on the Coast Guard Reserve than I.

Mr. Van Zandt, do you have questions?

Mr. VAN ZANDT. Yes.

Captain, you say here the Coast Guard allocation is 39,600. And that includes officers?

Captain KERR. Yes, sir, that is the total.

Mr. VAN ZANDT. In reply to the question from my colleague, you said that you had about 13,000 enlisted on drill pay, and about 1,800 officers.

Captain KERR. Yes, sir.

Mr. VAN ZANDT. In other words, you haven't got half of your overall Reserve on drill pay?

Captain KERR. My total, counting all personnel in the Reserve, is approximately 30,000. That includes those that are in the active status pool and in the standby, sir. But that-the 13,200 enlisted and 1,800 officer personnel-is the total I have in the drill-pay status. Mr. VAN ZANDT. How many units do you have?

Captain KERR. At the present time, sir, I have 140 port security units.

I have 62 vessel augmentation units.

I have 9 search and rescue units; 10 electronic units; 2 aviation units; and 9 mobilization detachments.

Mr. VAN ZANDT. About 250, then, overall?

Captain KERR. Yes, sir.

Mr. VAN ZANDT. What is the average strength of the units? Captain KERR. They vary, depending on the size of the units. We operate, sir, on the basis of a small, medium, and large unit. Each one of them has its own complement.
