the Comprehensive Health Planning Council of South Florida. agency has a governing board of forty members, of whom twentyfour are consumers and sixteen are providers.

The agency has a staff of thirty-one full time employees and one part-time employee. Nineteen of the staff members are professionals. One member of the staff is directly responsible for consumer education and is also the special assistant to the executive director.

The staff of the agency expects to complete the Health Systems Plan in August of 1977. The Annual Implementation Plan should be completed in September, 1977, allowing the agency to apply for final designation sometime in October, 1977.

HEALTH SYSTEMS AGENCY OF EAST CENTRAL FLORIDA

The HSA of East Central Florida, located in Orlando, a private, non-profit corporation, was designated by HEW on April 19, 1976. Covering an area of 4,601 square miles, the agency serves a population of 1,006,801. The racial breakdown of the area is 86.9% white, 12.8% black, with other minorities representing 0.3% of the population. The Governing Board of the HSA consists of thirty members, sixteen consumers and fourteen providers. The present board includes three elected officials and three blacks.

The HSA evolved directly from the area CHP governing body. There are ten professional members on the eleven-member staff of the East Central Florida Health Systems Agency. The community education director is responsible for all media coverage and public relations. The East Central Florida Health Systems Agency expects to apply for final designation in November or December, 1978. The staff expects to complete the health plans by September, 1977. The HSA recently received renewal of its conditional designation status.

FLORIDA GULF HEALTH SYSTEMS AGENCY

The Florida Gulf Health Systems Agency, located in St. Petersburg, is a private non-profit corporation which evolved directly

from three former health planning agencies in the area; the Gulf Coast Health Planning Council and the Florida West Coast Health Planning Council (state 314 agencies) and the Florida Regional Medical Program. The agency serves an area with a population of 1.5 million, of which 90.5% are white, 9.5% are non-white, and 3.5% are Spanish-speaking. The governing board of the Florida Gulf Health Systems Agency has thirty members--sixteen consumers and fourteen providers, with representatives from each of the four counties in the area.

The agency has twenty staff members--fourteen professionals and six clerical. Of the fourteen professionals, four are responsible for health planning, three for review, two for data collection and evaluation, three for administration, and two for community development. The two professionals responsible for community development are directly responsible for consumer and public information.

The Florida Gulf Health Systems Agency is expecting to file for final designation in May, 1978. The Health Systems Plan and Annual Implementation Plan are scheduled for completion in January, 1978.

NORTH CENTRAL GEORGIA HEALTH SYSTEMS AGENCY

The North Central Georgia Health Systems Agency, located in Atlanta, is a private, non-profit corporation which serves a twenty-four county area. The estimated 1973 population of the area was 1,964,000. There are sixty-nine board members--thirty-six consumers and thirty-three providers. Several additions have been made to the board, including the appointment of three low-income people, one public official and three providers. Presently there are thirteen publicly elected officials, approximately seventeen and fifteen blacks on the board.

There are fourteen professionals on the North Central Health Systems Agency staff. Included are an executive and deputy director, five health planners and a senior health planner, a fiscal director,

a senior resource developer, a data analyst, and a projects review coordinator with one assistant. A separate staff member is responsible for community relations.

The HSA was conditionally designated in May of 1976. An application for a one year renewal of its conditional designation was made in March, 1977. The HSA expects to complete the first draft of a Health Systems Plan and Annual Implementation Plan in July and submit the health plans to HEW in the fall of 1977.

SOUTHEAST GEORGIA HEALTH SYSTEMS AGENCY

The Southeast Georgia Health Systems Agency, located in Brunswick, a private, non-profit corporation, serves a population of 529,000 in a twenty-four county area. Of the total population in the area, 21% live below the poverty line and 29.6% are black. The governing board of the Southeast Georgia Health Systems Agency has seventy-one members, with thirty-four providers and thirty-seven consumers.

There are five professional staff members currently working for the HSA. Included are a data analyst intern, a director of planning development who is also the associate director, a senior health planner, a fiscal officer, and a review coordinator who is responsible for community relations.

The Southeast Georgia Health Systems Agency reapplied for

a one year conditional designation in May of this year. Currently there are no health plans in existence, but the staff hopes to complete the first draft of a Health Systems Plan and Annual Implementation Plan by September, 1977.

CENTRAL GEORGIA HEALTH SYSTEMS AGENCY

The Health Systems Agency of Central Georgia, located in Macon, was designated on May 19, 1976, and received initial funding on June 28, 1976. The agency serves an area of 13,221 square miles with an estimated population of 758,000. The governing board of directors at present consists of eighty-one members. Approximately forty-three consumers and thirty-eight providers are on the board.

Currently there are twenty-one blacks on the full board, including the city of Macon's two black doctors.

There are ten members on the Central Georgia Health Systems Agency staff, of whom six are professionals. Included are the executive director, a fiscal manager, a health services and project review coordinator, a data analyst, a resource development coordinator and a plan developer. The executive director is in charge of

public relations and media coverage.

The Health Systems Agency of Central Georgia expects to apply for final designation in its third year. HEW has approved the agency's application for its second year of conditional designation. Both the Health Systems Plan and Annual Implementation Plan were approved by the board in May, 1977.

NORTH LOUISIANA HEALTH SYSTEMS AGENCY

The North Louisiana Health Systems Agency, located in Shreveport, is a private, non-profit corporation which received conditional designation on May 22, 1976. The agency was formed by combining three planning districts which housed CHP agencies in Shreveport, Alexandria and Monroe. Four members from each agency board of directors were appointed to a steering committee to organize the HSA. North Louisiana Health Systems Agency serves twenty-nine parishes in North Louisiana, with a population of approximately 1.1 million. The area is 31.9% black and over 20% of the total number of families in the area have an annual income of less than $3,000.

The HSA governing board consists of sixteen consumers and fourteen providers. None of the providers is black and only one consumer and two providers are female. Of the total board, twentyfour members are white and six are black. The board includes six elected officials. The staff of the HSA consists of thirteen members, of whom nine are professionals. Included are two administrators and an assistant, three health planners, an assistant health planner, a director of project review and a data analyst.

The second year of conditional designation of the HSA became effective in May, 1977. The health systems plan and the annual implementation plan were approved by the board after public hearings were held in April, 1977.

NEW ORLEANS AREA/BAYOU RIVER HEALTH SYSTEMS AGENCY

The New Orleans Area/Bayou River Health Systems Agency, located in New Orleans, is a non-profit corporation which was conditionally designated in August of 1976. The HSA evolved from the New Orleans Area Health Planning Council, a non-profit, voluntary corporation which acted as a 314 planning agency. Formation of the HSA resulted from a merger of the Council with another 314 agency. New Orleans Area/Bayou River Health Systems Agency serves an eleven-parish area which covers 6,636 miles. The total population of the area is 1,371,952 persons, of whom 70% are white and 29.4% are black, median income of the area is $8,464. The current governing board consists of seventy-five members, forty consumers and thirty-five providers. There are nineteen blacks and twenty-eight females on the board.

The staff consists of eleven full-time professional members as well as six part-time student interns who have duties similar to those of the professional staff. There is a staff member directly responsible for community education. The agency expects to receive final designation no later than twelve months from August, 1977, and to complete the Health Systems Plan and Annual Implementation Plan prior to August, 1977.

MID-LOUISIANA HEALTH SYSTEMS AGENCY

Located in Baton Rouge, the Mid-Louisiana Health Systems Agency serves a population of 1,322,900, of which 28% is black. Seventy thousand residents in the Mid-Louisiana area live at or below the

poverty level. The Mid-Louisiana Health Systems Agency evolved directly from three former CHP agencies which had collective responsibility for the preparation of an application and the selection of an HSA board. There are thirty members on the governing board,
