LETTER OF TRANSMITTAL

UNITED STATES TARIFF COMMISSION,
Washington, May 19, 1941.

DEAR MR. PRESIDENT: I have the honor to transmit herewith the report of an investigation made by the United States Tariff Commission pursuant to your requests dated December 13, 1939, and January 25, 1940, to determine whether wheat or wheat products are being or are practically certain to be imported into the United States under such conditions and in sufficient quantities as to render or tend to render ineffective or materially interfere with the program undertaken with respect to wheat under the Soil Conservation and Domestic Allotment Act, as amended, or to reduce substantially the amount of any product processed in the United States from wheat.

The report includes the formal findings and recommendations of the Commission, a transcript of the evidence submitted at the hearings, and, in addition, detailed information concerning the subject matter. A copy of the report is being transmitted to the Secretary of Agriculture, in accordance with Executive Order No. 7233, of November 1935.

The draft of a proclamation is being submitted through the Director of the Bureau of the Budget, the Attorney General, and the Director of the Division of the Federal Register, the National Archives, in compliance with Executive Order No. 7298, of February 18, 1936.

You will note in the body of the proclamation two blank spaces for the insertion of the date of beginning of the quota period. The Commission recommends that the proclamation be withheld until after the close of the customhouses in continental United States on the day it is signed and that it be made effective the following day. If the President approves this recommendation, the two blank spaces in the proclamation should be dated for the day following the date of signature, except that the first space includes only the day and month.
