1 call of the Chairman and shall render advice to the Admin2 istrator on all matters relating to the purposes of this Act. 3 (b) Vacancies on the Board shall be filled in the same 4 manner in which original appointments were made. 5 (c) The members of the Board shall receive no com6 pensation for their services as such, but shall be allowed such 7 necessary travel expenses and per diem as are authorized 8 for individuals serving without pay under section 5703 of 9 title 5, United States Code.

SEC. 4. (a) In order to assure a balanced program 11 for the bicentennial commemoration, encompassing the 12 themes of Heritage '76, Festival U.S.A. and Horizons '76, 13 and in furtherance of the purposes outlined in section 2(a) 14 of this Act, the Administration as its primary function shall prepare the master calendar of events of local, State, Na16 tional, and international significance which will take place 17 between July 1975 and September 1976. In carrying out 18 the purposes of this subsection, the Administrator shall— (1) provide for the bicentennial master calendar or

20 register of programs and projects, and in other ways pro

vide a central clearinghouse for information and coordina

tion regarding dates, events, places, documents, artifacts,

and personalities of bicentennial historical and commemo

rative significance;

(2) coordinate, facilitate, and aid in the scheduling of events, programs, and projects of States and private

citizens and national and international programs, which

commemorate the bicentennial; and

(3) develop standards for, and evaluate the feasibility, relevance, status, and desirability of various pro

grams and projects associated with the bicentennial commemoration, acting in conjunction with the Office of Management and Budget in cases where Federal department or agency activities are involved;

(b) In addition the Administrator shall—

(1) provide for the coordination of non-Federal bicentennial programs and projects with appropriate Federal departments and agencies;

(2) provide recognition as deemed appropriate in connection with bicentennial-related programs or proj

ects;

(3) provide for competitions and similar projects relating to the bicentennial;

(4) provide for the preparation, distribution, dissemination, exhibition, and sale of commemorative medals and other historical, commemorative, and informational materials and objects which will contribute to public information, awareness, and interest in the bicentennial.

(c) In performing the duties set forth in subsections

25 (a) and (b) of this section, the Administrator shall not

1 operate any program, unless specifically authorized by law, 2 but shall limit his functions to stimulating and encouraging

3 appropriate public and private authorities and organiza4 tions to assume operational responsibility for particular 5 programs.

(d) In the Administration's planning activities, the 7 Administrator shall give special emphasis to the ideas asso8 ciated with the Revolution which have been so important in 9 the development of the United States, in world affairs and in 10 mankind's quest for freedom.

SEC. 5. (a) In fulfilling his responsibilities, the Ad12 ministrator is authorized to consult, cooperate with, and seek 13 advice and assistance from appropriate Federal departments 14 and agencies, State and local public bodies, learned societies, 15 and historical, patriotic, philanthropic, civic, professional, 16 and related organizations. Federal departments and agen17 cies are authorized and requested to cooperate with the Ad18 ministrator in carrying out his duties under this Act.

(b) The Chairman of the Federal Council on the Arts 20 and the Humanities, the Chairman of the National Endow21 ment for the Arts, and the Chairman of the National Endow22 ment for the Humanities are authorized and requested to 23 cooperate with the Administrator, especially in the encour24 agement and coordination of scholarly works and presenta

1 tions focusing on the history, culture, and political thought 2 of the Revolutionary War period.

3 (c) The Librarian of Congress, the Secretary of the 4 Smithsonian Institution, and the Archivist of the United 5 States are authorized and requested to cooperate with the 6 Administrator, especially in development and display of 7 exhibits and collections and in the development of bibliog8 raphies, catalogs, and other materials relevant to the period 9 of the Revolutionary War.

SEC. 6. (a) The Administrator is authorized to accept 11 donations of money, property, or personal services.

12 (b) All books, manuscripts, miscellaneous printed mat13 ter, memorabilia, relics, and other materials relating to the 14 Revolutionary War period and donated to the Administration 15 may be deposited for preservation in National, State, or local 16 libraries, archives, or museums or be otherwise disposed of 17 by the Administrator in consultation with the Librarian of 18 Congress, the Secretary of the Smithsonian Institution, the 19 Archivist of the United States, and the Administrator of 20 General Services.

SEC. 7. (a) There are hereby authorized to be appro

22 priated such sums as may be necessary to carry out the pur

23 poses of this Act.

(b) An annual report of the activities of the Adminis

1 tration, including an accounting of funds received and ex2 pended, shall be furnished by the Administrator to the 3 Congress and a final report shall be made to the Congress no 4 later than June 30, 1977, upon which date the Administra5 tion and the Board shall terminate.

6 SEC. 8. Appropriations or other funds available to the 7 Administration for carrying out the purposes related to or in 8 furtherance of the bicentennial commemoration may be trans9 ferred to another Federal department or agency as may be 10 mutually agreed upon. Funds so transferred may be used for 11 direct expenditure or as a working fund, and any such ex12 penditures may be made under the authorities governing the 13 activities of the transferee department or agency or under 14 the authorities of this Act, providing that the activities so 15 funded come within the purposes of this Act.

SEC. 9. The Administrator is authorized to use non17 appropriated funds to carry out a program of grants-in-aid 18 in furtherance of the purposes of this Act. Subject to such 19 regulations as he may prescribe, the Administrator may(a) make grants to nonprofit entities, including States, territories, the District of Columbia, and the Commonwealth of Puerto Rico (or subdivisions thereof), to assist in developing or supporting bicentennial pro
