OPENING STATEMENT BY SENATOR THOMAS J. MCINTYRE, CHAIRMAN Senator MCINTYRE. The subcommittee will come to order. This morning we start our review of the fiscal year 1979 Department of Defense request for research, development, test, and evaluation funds. The request this year is for $12.47 billion, an increase of about 9 percent over the amount appropriated for fiscal year 1978. This amounts to a real growth of about 3 percent, assuming an inflation rate of about 6 percent from fiscal year 1978 to fiscal year 1979. Our witness today is Dr. William Perry, Under Secretary of Defense for Research and Engineering. Dr. Perry is no stranger to this subcommittee, having testified at some length last year in support of the fiscal year 1978 supplemental request. However, it is his first opportunity to give us his views and perspective on the entire Department of Defense R.D.T. & E. program. This, as you know, is our technology base review. We are starting a new round of hearings today on a new budget. I think it is important to take note of the fact that while some of the more glamorous programs may capture the headlines, we must remember that over half, that is 52 percent of the R. & D. request, is in some of the less glamorous areas, such as maintaining a technology base, providing programwide management support, and providing for intelligence and com (5505) munications. A careful review of those areas is just as important as the review of the programs that catch the headlines if we are to insure that the taxpayer does indeed get a fair break for his money. It is my pleasure to welcome Senator Wendell Anderson to the Research and Development Subcommittee. I think you will find the work here both frustrating and fascinating, and I urge you to join in, to the maximum extent possible, in quizzing the witness and reviewing these programs. I have already talked to my professional staff members, George Riedel, and we may want to turn over to you for your own investigation a line item in the budget that has now become quite significant, which is called communications and intelligence. In the budget this year there is something like $1.5 billion or $1.6 billion requested. It is quite interesting to observe areas like technology base in the millions, strategic programs, tactical procurement, and then you see an item called intelligence communications that is growing rapidly 32 percent, and a projected increase in 1980 of 41 percent from 1978. This year they are asking for $1 billion, $95 million on the subject of intelligence. I think we can arrange a series of hearings that you can chair. It will be of assistance to me, because we are under constraints trying to meet all the deadlines. We have a March 15 deadline for a temporary figure that we think is appropriate, and then that figure becomes fairly positive a month later. Of course, it is also good to have Dewey Bartlett here. We don't always agree, but I think he is one of the finest Senators who has ever come into the Hall. So I am delighted to share this leadership on the subcommittee with him. This morning we will be in executive session because we have national security matters. Before I ask Dr. Perry to proceed, do you have anything to say, Senator Bartlett? Senator BARTLETT.
