take a different, but equally good point of view from a national interest standpoint. So I think on balance that I would not agree with that, although I understand his point of view.

Mr. TERRY. In some cases, Mr. Chairman, the statute implementing the convention specifies the kind of person who shall be appointed. In other cases, the discretion is left entirely to the President. Certainly in the latter case, it would seem wise to leave that discretion as it is, as broad as it is the discretion given originally to the President. In other cases, there might be an argument for following the same pattern.

Mr. FRASER. Well, I guess perhaps that is about as much as we can get through today. I appreciate your coming here. It has been very helpful to us. If we could have your cooperation in redrafting this, I think we ought to comply with this jurisdictional problem through the subcommittee staff.

We will try to move on this as rapidly as we can.

Mr. McKERNAN. Thank you, sir.
