Laird, the Secretary of Defense, and Adm. Thomas H. Moorer, Chairman of the Joint Chiefs of Staff, to discuss the Department of Defense budget for fiscal year 1972. I want to say in passing that I regret that we were unable to hear testimony from these gentlemen in the proper order. As a rule, we generally have the Secretary of Defense and the Chairman of the Joint Chiefs of Staff first, and then the others. But in order to save time and get this appropriation out as soon as possible, the committee decided to hold hearings earlier. BUDGET REQUEST For fiscal year 1972 the Department of Defense is requesting $71.6 billion for the programs and activities funded from appropriations included in the regular Department of Defense appropriation bill that will be considered by this subcommittee.
