U.S. JOINT FORCES COMMANDS FUTURE ROLE IN NMD

Senator ALLARD. General Kernan, your predecessor, Admiral Gehman, has said that he sees Joint Forces Command moving into an even greater role in military interoperability. The proposed National Missile Defense (NMD) program is not under your "CINC-dom" but it is a major user of joint command and control, reconnaissance, planning, etc. What role do you see you might have in NMD?

General KERNAN. Sir, U.S. Space Command (USSPACECOM) has the responsibility for planning and developing requirements for National Missile Defense. Our role in U.S Joint Forces Command is currently limited to Theater Air and Missile Defense (TAMD). The command is developing the TAMD Capstone Requirements Document (CRD), provides experimentation support for TAMD, conducts TAMD Joint and Multi-National Exercises and provides oversight for Doctrine, Tactics, Techniques and Procedures for the development of TAMD Systems

Insights gained from TAMD may be leveraged in NMD. The most immediate example that comes to mind is the Kinetic-Kill Vehicle (KKV) of Navy Theater Wide (a TAMD missile defense system) which is not dissimilar from the NMD KKV. I will continue to provide assistance to CINC SPACECOM and the Ballistic Missile Defense Organization as required to ensure the successful development and fielding of the NMD System.
