Amends title 5 of the U.S. Code to provide that the provisions relating to the withholding of city income or employment taxes from Federal employees shall apply to taxes imposed by certain nonincorporated local governments. PUBLIC LAW 94-360 (S. 811) HORSE PROTECTION ACT AMENDMENTS OF 1976 (approved July 13, 1976). Revises and extends the Horse Protection Act of 1970. Revises the criteria for identifying a sore horse; extends jurisdiction of the law over horses in intrastate commerce; includes horse sales and auctions under coverage of the Act and assigns increased statutory responsibility to the managers of horse shows, exhibitions, sales or auctions to prevent the showing or selling of sored horses; increases civil and criminal penalties for violations with particular provisions for repeated violations; provides for disqualification of persons from showing, exhibiting, judging or managing a horse show, exhibition, sale or auction if found guilty of a violation of the Act or assessed a civil penalty with particular provisions for repeat violators; provides subpoena power for administrative proceedings and enforcement thereof; and increases maximum annual fund authorization.
