PUBLIC LAW 94-305 (S. 2498) TO AMEND THE SMALL BUSINESS AND SMALL BUSINESS INVESTMENT ACT OF 1958 (approved June 4, 1976). Provides that the President shall review all Federal disaster loan authorities and make a report to the Congress by December 1, 1976 containing such recommendations, including possible consolidation of Federal disaster loan authorities, as may be necessary to assure effective delivery of disaster relief; also provides that SBA should aid and assist small business concerns engaged in the production of food and fiber, ranching and raising of livestock, aquaculture, and all other farming and agricultural related industries. PUBLIC LAW 94-310 (H.R. 11438) COURT LEAVE TO FEDERAL EMPLOYEES (approved June 15, 1976). Provides for the granting of court leave to Federal employees when called as witnesses in certain judicial proceedings.

PUBLIC LAW 94-312 (S. 532) WOOL PRICE SUPPORTS (approved June 21, 1976). Authorizes the Secretary of Agriculture to amend retroactively regulations of USDA pertaining to the computation of price support payments under the National Wood Act of 1954 in order to insure the equitable treatment of ranchers and farmers.

PUBLIC LAW 94-319 (S. 18) HONEYBEES (approved June 25, 1976). Provides
for the prevention of the introduction and spread of diseases and
parasites harmful to honeybees; provides that the Secretary may cooperate
with States or local political subdivisions to eradicate, suppress,
control and to prevent the spread of undesirable species and subspecies
of honeybees; provides that the Secretary of Agriculture is authorized
to cooperate with the Governments of Canada, Mexico, Guatemala, Belize,
Honduras, El Salvador, Nicaragua, Costa Rica, Panama, and Columbia in
carrying out research, surveys and control operations in these countries
in connection with the eradication, suppression, control and prevention
or retardation of the spread of undesirable species and subspecies of
honeybees.

PUBLIC LAW 94-329 (H.R. 13680) INTERNATIONAL SECURITY ASSISTANCE AND ARMS
EXPORT CONTROL ACT OF 1976 (approved June 30, 1976). Amends the Foreign
Assistance Act of 1961 and the Foreign Military Sales Act.

(approved June 30, 1976). Makes appropriations for Foreign Assistance and
related programs for FY 1976 and the transition period.

PUBLIC LAW 94-333 (H.R. 13965) D.C. APPROPRIATIONS, 1976 (approved
June 30, 1976). Makes appropriations for the Government of the District
of Columbia for FY 1976 and the transition period.

PUBLIC LAW 94-334 (H.R. 14114) PUBLIC DEBT LIMIT (approved June 30, 1976).
Increases the temporary debt limit for the period July 1, 1976, through
September 30, 1977.

PUBLIC LAW 94-339 (S. 2853) FOOD STAMP VENDOR ACCOUNTABILITY ACT OF 1976
(approved July 5, 1976). Requires food stamp vendors to promptly deposit
funds derived from the sale of food stamp coupons in a manner prescribed

by the Secretary of Agriculture; requires vendors to report such deposit to the State agency immediately after the deposit; requires the State agency and vendors to report deposits to USDA periodically; and provides criminal penalties for vendors who fail to comply with these requirements.

PUBLIC LAW 94-342 (H.R. 11439) FEDERAL ANNUITANTS HEALTH BENEFITS ELIGIBILITY (approved July 6, 1976). Provides that any survivor annuitant who was

covered under the Federal employees health benefits program at the time her or his annuity was terminated because of remarriage may reenroll in one of the health benefits plans under such Program in the event the survivor annuity is restored.

PUBLIC LAW 94-347 (H.R. 12545) RIVER BASIN PROGRAMS (approved July 8, 1976).
Authorizes appropriations totaling $602,000,000 for 13 river basin plans
for flood control, navigation.

PUBLIC LAW 94-350 (S. 3168) FOREIGN RELATIONS AUTHORIZATION ACT (approved July 12, 1976). Authorizes appropriations for FY 1977 for the Department of State, U.S.I.A., and the Board for International Broadcasting.

PUBLIC LAW 94-351 (H.R. 14237) AGRICULTURE AND RELATED AGENCIES APPROPRIATION
ACT OF 1977 (approved July 12, 1976). New budget (obligational) authority
and loan authorizations for the Department of Agriculture (other than Forest
Service) for fiscal year 1977 as follows: Title I, Agricultural Programs,
provides new budget (obligational) authority of $1,585,530,000, including
$189,053,000 for reimbursement by the Commodity Credit Corporation for net
realized losses and $11,976,000 for administrative and operating expenses
of the Federal Crop Insurance Corporation plus $8,006,000 for these expenses
to be derived from premium income of the Corporation. Title II, Rural
Development and Assistance provides new budget (obligational) authority
of $1,454,799,000 and loan authorizations in the amount of $7,156,000,000.
Title III, Domestic Food Programs provides new budget (obligational)
authority of $7,036,598,000 and authority to transfer from Section 32 funds
$1,039,000. Title IV, International Programs, provides new budget (obli-
gational authority of $1,208,354,000 for Foreign Assistance Programs,
including $680,465,000 for sales for foreign currencies and long-term credit
(Title I) and $488,790,000 for donation of commodities (Title II). Permanent
appropriations are estimated in 1977 to be $1,380,068,600. (At the end of
this Digest is a summary table of new budget (obligational) authority for
fiscal year 1977 compared with 1976 and 1975). Items in the Act of major
significance, including amounts of increase or decrease over 1976 are as
follows:

PUBLIC LAW 94-352 (S. 268) EAGLES NEST WILDERNESS (approved July 12, 1976).
Designates the Eagles Nest Wilderness, Arapaho and White River National
Forests, in the State of Colorado.

PUBLIC LAW 94-353 (H.R. 9771) AIRPORT AND AIRWAY DEVELOPMENT ACT AMENDMENTS
OF 1976 (approved July 12, 1976). Amends the Airport and Airway Development
Act of 1970. Includes a provision that the cost of any Federal inspection
or quarantine service performed at airports of entry during regularly
established hours of service on Sundays or holidays, shall be reimbursed
only to the same extent as if such service had been performed during
regularly established hours of service on weekdays. Provides further that
no administrative overhead costs will be charged for any inspection or
quarantine work performed by the U. S. Government.

PUBLIC LAW 94-355 (H.R. 14236) PUBLIC WORKS AND ENERGY RESEARCH APPROPRIATION
ACT, FY 1977 (approved July 12, 1976). Makes appropriations for public
works for water and power development and energy research for FY 1977.

PUBLIC LAW 94-357 (H.R. 7792) ALPINE LAKES AREA MANAGEMENT ACT OF 1976 (approved July 12, 1976). Designates 920,359 acres within the Mount Baker

Snoqualmie and Wenatchee National Forests, Washington as the Alpine Lakes Area. This Area would contain three units: a wilderness of 303,508 acres, several areas of intended wilderness of 88,050 acres, and a management unit of 528,801 acres, all of which will be managed by the Secretary of Agriculture.

PUBLIC LAW 94-358 (H.R. 10572) CITY TAXES ON THE INCOME OF FEDERAL EMPLOYEES (approved July 12, 1976). Amends title 5 of the U.S. Code to provide that the provisions relating to the withholding of city income or employment taxes from Federal employees shall apply to taxes imposed by certain nonincorporated local governments.

PUBLIC LAW 94-360 (S. 811) HORSE PROTECTION ACT AMENDMENTS OF 1976 (approved July 13, 1976). Revises and extends the Horse Protection Act of 1970. Revises the criteria for identifying a sore horse; extends jurisdiction of the law over horses in intrastate commerce; includes horse sales and auctions under coverage of the Act and assigns increased statutory responsibility to the managers of horse shows, exhibitions, sales or auctions to prevent the showing or selling of sored horses; increases civil and criminal penalties for violations with particular provisions for repeated violations; provides for disqualification of persons from showing, exhibiting, judging or managing a horse show, exhibition, sale or auction if found guilty of a violation of the Act or assessed a civil penalty with particular provisions for repeat violators; provides subpoena power for administrative proceedings and enforcement thereof; and increases maximum annual fund authorization.

PUBLIC LAW 94-362 (H.R. 14239) DEPARTMENTS OF STATE, JUSTICE, AND COMMERCE,
THE JUDICIARY, AND RELATED AGENCIES APPROPRIATION ACT, 1977 (approved
July 14, 1976). Makes appropriations for the Departments of State, Justice,
and Commerce, the Judiciary, and related agencies for FY 1977.

PUBLIC LAW 94-365 (H.R. 14484) SOCIAL SECURITY ACT AMENDMENTS (approved
July 14, 1976). Makes permanent the existing temporary authority for
reimbursement of States for interim assistance payments; extends, until
June 30, 1977, the eligibility of SSI recipients for food stamps in non-cash
out states; extends, until June 30, 1977, the period during which payments
may be made to states for child support collection services.

PUBLIC LAW 94-366 (H.R. 10930) COTTON RESEARCH AND PROMOTION (approved July 14, 1976). Repeals the use of CCC funds for cotton research and promotion and authorizes an increase in the assessment paid by cotton producers to fund a self-help program of research, promotion, and market development, subject to approval by producers in a referendum.

PUBLIC LAW 94-367 (H.R. 14235) MILITARY CONSTRUCTION APPROPRIATION ACT, 1977 (approved July 16, 1976). Makes appropriations for military construction for the Department of Defense for FY 1977.

PUBLIC LAW 94-369 (S. 3201) PUBLIC WORKS EMPLOYMENT ACT OF 1976 (approved
July 22, 1976). Authorizes $2 billion for state and local public works
projects, $1.25 billion for "counter-cyclical" grants to help state and
local governments maintain services, and $700 million for waste water
treatment programs.

PUBLIC LAW 94-370 (S. 586) COASTAL ZONE MANAGEMENT ACT AMENDMENTS OF 1976
(approved July 26, 1976). Provides for financial assistance to meet state
and local needs resulting from specified new or expanded energy activity
in or affecting the Nation's coastal zone.

PUBLIC LAW 94-373 (H.R. 14231) DEPARTMENT OF INTERIOR AND RELATED AGENCIES APPROPRIATIONS ACT, 1977 (approved July 31, 1976). Makes appropriations for the Department of the Interior and related agencies for fiscal year 1977. This act includes amounts appropriated to the Forest Service for Forest Protection and Utilization $517,492,000, of which $397,151,000 is for Forest Land Management, $87,087,000 is for Forest Research, and $33,254,000 is for State and Private Forestry Cooperative; Construction and Land Acquisition, $18,016,000.to remain available until expended; Youth Conservation Corps, $30,000,000 to remain available until September 30, 1979, provided that $15,000,000 shall be available to the Secretary of Agriculture and $15,000,000 shall be available to the Secretary of the Interior; Forest Roads, $173,000,000; Forest Roads and Trails (Liquidation of Contract Authority), $208,104,000 to remain available until expended, provided that the unused contract authority authorization contained in the Federal-Aid Highway Act of 1973 (P.L. 93-87) in the amount of $39,827,943 is rescinded effective October 1, 1976; Acquisition of Lands for National Forests, $160,000; Acquisition of Lands to Complete Land Exchanges $54,000 to remain available until expended; Cooperative Range Improvements, $700,000 to remain available until expended; Assistance to States for Tree Planting, $1,373,000 to remain available until expended, $1,373,000; Construction and Operation of Recreation Facilities, $2,475,000.

PUBLIC LAW 94-375 (S. 3295) HOUSING AUTHORIZATION ACT OF 1976 (approved
August 3, 1976). Amends and extends laws relating to housing and community
development. As pertains to USDA, this Act amends the Housing Act of 1949
to authorize the Secretary of the Treasury to determine the minimum interest
rate for most of the Department's housing programs upon the request of the
Secretary of Agriculture instead of the Secretary of the Treasury determing
the interest rate annually as was previously done; that for towns with
populations between 10,000 and 20,000 to be eligible for the Department's
housing programs, the determination that a serious lack of mortgage credit
exists must be made on the basis of the housing credit needs of lower-
and moderate-income families; authorizes the continued processing of loan
applications to closing that are on file at the time a previously rural
area is determined to be nonrural; and authorizes the Secretary to make
assistance available in connection with transfers and assumptions of
security property in areas that are determined to be nonrural.

PUBLIC LAW 94-377 (S. 391) FEDERAL COAL LEASING AMENDMENTS ACT OF 1975
(approved August 4, 1976). Amends the Mineral Leasing Act of 1920 as it
relates to Federally-owned coal resources. The law provices that prior

to the issuance of a coal lease within the boundaries of a National Forest
the Governor of the State shall be notified.

PUBLIC LAW 94-378 (H.R. 14233) HOUSING AND URBAN DEVELOPMENT APPROPRIATION ACT, 1977 (approved August 9, 1977). Makes appropriations for the Department of Housing and Urban Development and related agencies for FY 1977.

PUBLIC LAW 94-379 (H.R. 14514) FOOD STAMP CASHOUT STATE (approved August 10, 1976). Permits a state which no longer qualifies for hold harmless treatment under the supplemental security income program to elect to remain a food stamp cashout state upon condition that it pass through a part of the 1976 cost-of-living increase in SSI benefits and all of any subsequent increases in such benefits.

PUBLIC LAW 94-384 (S. 1526) BOUNDARY WATERS CANOE AREA, LAND ACQUISITION
FUNDS (approved August 13, 1976). Provides that additional funds be made
available for the purchase and condemnation of lands, waters or interests
therein and that the funds be made available through the provisions of
the Land and Water Conservation Fund Act; and that, no later than March 1
