THE NEGOCIATION.

HE Earl of Carlisle obferved, that he felt a confiderable degree of embarraffment with refpect to the prefent very important and delicate fituation of the country; he did not mean then to make what he had to obferve upon the fubject, a fpecific motion; indeed, in that point, under the prefent circumftances, he fhould feel a degree of difficulty. What he alluded to principally was the circumftances of this country with refpect to the great and important subject of the Negociation, the recent aggrandizement of France, and what appeared, in fome degree, to be an alteration in the fyftem of his Majefty's Councils. On thefe points he was warranted in calling upon Minifters for fome information: with refpect to the laft point he adverted to, he thought there was more than a fpirit of energy

difplayed; but with refpect to the general grounds, he thought fome explanation fhould be given; and he alfo thought the Houfe ihould be informed whether or not the Definitive Treaty was foon to be expected. He thought that Minifters thould ftate, what conduct, on the part of France, called for fuch an alteration in their fyftem. There were many circumftances of notoriety, he was aware, which might call for an altera. tion in that fyftem-fuch were the recent additions faid to be made to the territories of that Power. There might be a confiderable degree of difficulty with respect to the Treaty as affecting Spain. The circumftance of France obtaining a port in the Mediterranean, was alfo a curious confideration-still more fo, would be the ceffion of Florida to France, which would give that Power the command of the Leeward lands. On all the fe important points, he thought the Houfe fhould be duly informed;

with refpect to himself, he felt a degree of embarrassment on the occafion.

Lord Pelham said, that in the prefent fituation of affairs, he could fee no poffibility of relieving the embarraffment felt by the Noble Earl.-The Houfe would obviously be aware that the greater part of the Noble Lord's obfervations were upon fubjects not at all under the deliberation of Parliament; and with refpect to the information adverted to, it could not be fatisfactorily given but through the medium of authentic documents. With regard to the line of conduct pursued by his Majefty's Minifters, and the degree of fpirit manifefted by them, be it more or lefs, thefe, as well as the other points adverted to by the Noble Lord, could be regularly difcuffed when the general fubject came before the Houfe; until then, his Lordship feemed to fay, he thould referve him. felf, and that at prefent he did not feel it poffible to answer the Noble Earl.

The Earl of Carlisle could not, without a correfpondent degree of anxiety, contemplate the vaft acceffion of territory to France; with respect to this confideration, he thought it incumbent on Minifters to take the first opportunity to lay information before the Houfe. In this view France was to be confidered in a different light from what he was at the figning of the Preliminaries; whatever the might then have been, by the aggrandizements he had adverted to, as well as the acceffion to her territory in South America, which gave her the command of the river Amazons, her power was become of the most gigantic

nature.

Tuesday, Feb. 9.

AT. four o'clock (the Speaker not being prefent), Mr Lee, the Senior Clerk, faid, it was his duty to inform the Houfe, that he this morning received a letter from Mr Speaker, and direct. ing him to communicate the fame to the House.

The letter was dated Palace-Yard, February 9, 1802, and was nearly to the following effect:-"Sir, his Majefty having been gracioufly pleafed to fignify his intention of conferring upon me the Office of Lord Chancellor of Ireland, it becomes, in confequence thereof, my duty to refign the Chair of the Houfe of Commons. I have to request, Sir, that

you will communicate the fame to the House at their meeting this day. Imult intreat you, at the fame time, to exprefs in the ftrongeft terms the regret I feel, at quitting the high fituation to which their favour raifed me, and my gratitude for the uniform fupport I experienced from them, in my humble attempts of difcharging the Duties of that important Office.

"I have the honour to be, &c." The Houfe, on the motion of the Chancellor of the Exchequer, adjourned till to-morrow.

Wednesday, Feb. 10.

ELECTION OF A SPEAKER.

The Master of the Rolls prefaced his nomination by a very elegant tribute to the rare talents and qualifications which diftinguished the Gentleman who lately held this high and dignified ftation (Sir John Mitford;) and concluded with moving, that the choice of the Iloufe do fall upon the Right Hon. Charles Abbot to the Speaker's chair,

Mr Baker feconded the motion.

Mr Sheridan fully acquiefced in the not more high than merited eulogium paid by thofe who preceded him, to the Gentleman now propofed to fucceed to the vacant office.-But, without meaning in the flighteft degree to derogate from thofe encomiums, the Houfe would give him leave to obferve, that on the former vacancy, with every conviction of the high qualifications of the Gentleman propofed, he had felt it his duty, for reafons of paramount requifition, to offer another Gentleman to their confideration: and concluded with propofing Mr Charles Dundas.

Lord George Cavendish feconded the motion.

Mr Abbot's election was carried without a divifion: he was then led to the Chair between the Mafter of the Rolls and Mr Baker.
