MOBILITY IMPROVEMENT

Chairman ELLENDER. Why did you do that? What was the objective of procuring this equipment?

General GRAHAM. Our basic objective is quick response to a contingency. We have determined that there are many bare base locations at which we can establish an operational base in a very short time period. All of the equipment required to establish this base is air transportable and can be erected in a matter of hours. In addition, the same equipment can be repackaged for return to the home base or deployed to another site. Thus, in a foreign country our bare base will present a low profile and we would have next to nothing left behind when we departed.

Chairman ELLENDER. Is it believed that if we protect the people of Europe, we can protect ourselves, and if we can protect certain units in Asia, we can also protect ourselves? Is that the thinking?

General CRAGG. Not precisely.

Chairman ELLENDER. Why would you deploy to Asia and Europe with this air mobile equipment?

General CRAGG. I hadn't meant to respond that way, sir. We find in the Air Force that our mobility is restricted, and it could be here in the United States or anywhere else, that to an airdrome that has extensive facilities, vertical, horizontal, runways and everything else. This program is to provide us the capability of going into any air base, that has a runway, taxiway and water.

In the past we have gone in tents, we have not had the ability to maintain properly our troops and our equipment. This is now a modular design that takes and integrates all of the bits and pieces that it takes to run a tactical unit or a C-130 unit or as the case may be.

PROGRAM EXPENDITURE TO DATE

Chairman ELLENDER. You are requesting $59 million for this equipment. What have been the total expenditures to date on such equipment already purchased?

General PITTS. $19.1 million to date, sir.

FUNDING REQUEST and EQUIPMENT STORAGE

Chairman ELLENDER. Now you want $59 million?

General PITTS. Yes, sir.

Chairman ELLENDER. This equipment is to be stored, I presume, until you need it?

General CRAGG. Yes, sir. I have some pictures of this exercise, if you would like to see them, Mr. Senator.

Chairman ELLENDER. I am familiar with some of that. I was not refering to methods of operation, you understand.

I wish you would provide for the record a tabulation listing all of the items included in this request for $59 million for the bare base support program.

General GRAHAM. I will be glad to do so.

General GRAHAM. The Air Force request for Other Procurement Appropriation program for fiscal year 1972 totals $1,625.8 million, of which new obligating authority of $1,620.8 million is requested.

BUDGET REQUESTS

Chairman ELLENDER. The subcommittee will come to order. The next two appropriations to be considered are "Aircraft Procurement, Air Force," for which $2,897,500,000 is requested for fiscal

year 1972, and "Missile Procurement, Air Force," for which $1,944,400,000 is requested.

tions is Lt. Gen. Otto Glasser, Deputy Chief of Staff, Research and Development.

VALIDATION OF PROGRAMS

General GLASSER. Mr. Chairman and members of the committee. I am pleased to have this opportunity to present the Air Force aircraft and missile procurement request for fiscal year 1972. In this time of increasing awareness of nondefense national needs, I would like to emphasize that this request contains programs which have been validated through severe scrutiny and careful tradeoffs within the Department of Defense. I believe that without these procurement programs, the Nation's security will be subject to undue jeopardy.

PROGRAM DOWNWARD TREND AND INFLATION ADJUSTMENT

Our proposed procurement program for 1972 reflects the Nixon doctrine and Vietnamization program with the attendant drawdown in forces. It continues a downward trend of several years duration. This trend, as measured in dollars, is shown in chart 1; but it is even more meaningful when considered in terms of the decreasing buying power of the dollar. The trend, adjusted for inflation, is shown in chart 2. These doubly reduced dollars are, of course, buying smaller quantities of the systems necessary to carry out assigned Air Force missions.
