The committee met at 10 o'clock a. m., Hon. Clifford R. Hope, chairman, presiding.

The CHAIRMAN. The committee will come to order.

The committee has been called together this morning to consider the bill H. R. 452, which is identical with a bill which the committee reported out in May 1946, which was later amended in the House, passed the House, was reported as amended by the Senate committee, but failed to pass the Senate. So the bill is not one that is entirely unfamiliar to the members of the committee who were here last year. We have a number of witnesses who have asked to appear this morning and I think I should call the attention of the witnesses and of the committee to the fact that under the provisions of the Reorganization Act relating to committee procedure it is provided as follows:

Each such standing committee shall, as far as practicable, require all witnesses appearing before it to file in advance written statements of their proposed testimony and to limit their oral presentations to brief summaries of their argument. The staff of each committee shall prepare digests of such statements for the use of committee members.

The Chair realizes that it has not been possible to get this information out to all witnesses who may appear this morning and so, during this hearing and in other hearings that may be held in the near future, we are going to be rather liberal about the rule, because we want people who have come here to present their viewpoint to have full opportunity to do so. But, as far as possible, we hope to follow this rule, which will make for expedition in conducting the committee's business.

We have with us this morning several people from the Western States, as I understand it, and I am going to ask Mr. Ogg if he will advise the Chair as to the order in which he wishes those men to appear. Mr. OGG. I believe Mr. McClanahan and Mr. Markell are from out of town, and Mr. Walker is from Florida.

The CHAIRMAN. Yes, I have Mr. Walker on the list.

Mr. OGG. They are all from out of town.

The CHAIRMAN. Well, I remember that Mr. McClanahan appeared before the committee last year. Suppose we call Mr. McClanahan first.
