Customs laborer.

GRADE 2. Standard annual rates: $1,320, $1,380, $1,440, $1,500, $1,560, $1,620, $1,680.

All classes of positions the duties of which are

(a) At a port or subport other than New York, under supervision, to guard goods, piers, and vessels; or

(b) At New York, under supervision, to guard and protect a building or buildings and contents; or

(c) At any port, under immediate supervision, to open, unpack, and repack goods:

GRADE 3. Standard annual rates: $1,500, $1,560, $1,620, $1,680, $1,740, $1,800, $1,860.

All classes of positions the duties of which are—

(a) At a port or subport other than New York, under direction, to supervise employees guarding goods, piers, and vessels; or

(b) At a class 1 subport, under direction, to be responsible for all customs work; or

(c) At New York to guard goods, piers, and vessels:

GRADE 4. Standard annual rates: $1,680, $1,740, $1,800, $1,860, $1,920, $1,980, $2,040.

All classes of positions the duties of which are

(a) At a port or subport other than New York, (1) under direction, to have custody of one or more customs bonded warehouses; or (2) under immediate supervision, to perform simple specialized clerical work involved in the registration and transfer of vessels and their ownership or recording their command; or (3) under general supervision to take samples of goods; or (4) under the immediate supervision of an appraising officer, to maintain records of appraisements and to assist in the classification and appraisal of goods; or (5) under general direction to examine, code, and otherwise prepare customs papers for the preparation of statistics and to prepare statistical table and statements; or

(b) At New York, (1) under immediate supervision, to perform the simple, specialized clerical work involved in the operation of a bonded customs warehouse; or (2) under immediate supervision, to perform the simpler specialized clerical work involved in the registration and transfer of vessels and their ownership or recording their command; or (3) under supervision, to perform a number of different relatively simple but specialized clerical duties involved in customs work; or (4) under direction, to search the persons of women suspected of smuggling; or (5) under supervision, to sample sugar or merchandise; or (6) under supervision, to record appraisers' valuation of commodities and to call to appraisers' attention deviations from port valuations; or (7) under supervision, to assign services to appraisers and to keep incidental records; or (8) under direction, to perform specialized clerical work involved in the enforcement of the food and drugs, seed importation, and other acts; or (9) under direction, to assist in the supervision of the watchmen engaged in the supervision of one or more buildings and contents; or (10) under direction, to supervise the opening, packing, and repacking of goods:

All classes of positions the duties of which are--

(a) At a port or subport other than New York, (1) under supervision, to perform the simpler specialized clerical work involved in the entry of goods, or in the liquidation of entries, or under supervision at a small port to perform the work involved both in entry and liquidation; or (2) under immediate supervision, to perform the simpler specialized work involved in the allowance of drawbacks on imported merchandise reexported; or (3) under direction at a smaller port, to perform all the clerical work involved in the registration and transfer of vessels and their ownership or recording their command, or at a larger port to perform the more difficult work of this nature; or (4) under general supervision, to perform a number of different difficult and specialized clerical duties involved in customs work; or (5) at a small port, under general direction, to inspect goods, passengers, and their baggage to prevent violations of the customs and other laws, and to perform miscellaneous clerical work; or (6) at a larger port, under supervision, to perform the less responsible work in the inspection of goods and passengers and their baggage and in other inspection to prevent violations of the customs and other laws; or (7) at a border port, under supervision, to patrol the boundary in an automobile to prevent smuggling; or (8) under direction, to supervise customs samplers; or (9) at a class 2 subport, under direction, to be responsible for all customs work; or

(b) At New York, (1) under immediate supervision to perform the simplest specialized clerical work involved in the entry of goods or in the allowance of drawbacks on imported merchandise reexported, or in the securing, examining, and releasing of bonds; or (2) under direction, to perform the clerical work incidental to handling customs protests and appeals, or customs fines, penalties, and forfeitures; or (3) under direction to perform the more difficult specialized clerical work involved in the operation of a bonded customs warehouse, or to have custody of one or more customs bonded warehouses; or (4) under supervision, to aid an appraiser in the classification of merchandise and to perform for him the clerical work incidental to appraisement; or (5) under supervision, in the customs information exchange to maintain records of the prices and value of merchandise and to prepare reports and correspondence from these records; or (6) under immediate supervision, to perform the simplest inspecting work in the examination of vessels and cargoes; or (7) under direction, to supervise the work of sugar sampling; or (8) under direction, to visit the employees guarding vessels, piers, and goods, to exercise general supervision over them, and to observe conditions on the boat or to have general supervision over all the watchmen guarding the buildings and their contents:

(a) At a port or subport other than New York, (1) under supervision to perform the more difficult and responsible clerical work involved in customs entries or in customs liquidation, or in allowing drawbacks on imported merchandise reexported or in receiving, examining, appraising, and canceling customs bonds; or (2) under direction to exercise immediate supervision over clerks engaged in the registration and transfer of vessels and titles to vessels and in recording the movement of vessels and changes in their command; or (3) under direction to perform the more difficult and responsible work involved in the inspection of vessels, and their cargoes, and passengers and their baggage; or (4) under direction, and with an assistant, to patrol the boundary in an automobile to prevent smuggling and other violations of the law; or (5) under supervision, to perform the simpler, less responsible work involved in the appraisement of imports; or (6) under direction, to exercise immediate supervision over a small group of clerks engaged in both entry and liquidation or in several different classes of specialized customs clerical work; or (7) under direction, to superintend all the work both clerical and custodial involved in the operation of a customs bonded warehouse; or

(b) At New York, (1) under immediate supervision to perform the specialized customs clerical work of moderate difficulty connected with customs entries or with liquidation, or with the allowance of drawbacks on imported goods reexported; or (2) under supervision to perform the more difficult and responsible clerical work involved in the registration and transfer of vessels and titles to vessels and in recording the movement of vessels and changes in their command; or (3) under supervision to perform the more difficult and responsible work involved in receiving, examining, approving, and canceling customs bonds; or (4) under supervision to perform the more difficult and responsible clerical work in the operation of a customs bonded warehouse; or (5) under direction to receive cash or negotiable instruments in settlement of customs duties; or (6) under supervision to perform a number of different, difficult, and responsible specialized clerical duties; or (7) under immediate supervision to perform the less difficult work involved in the inspection of vessels and their cargoes; or (8) under direction to assist in the supervision of the employees engaged in examining customs weighers' and gaugers' returns to check their accuracy; or (9) under direction to exercise immediate supervision during a stated period over a large force of guards and roundsmen guarding vessels, piers, and goods; or (10) under direction to exercise immediate supervision over employees sampling merchandise or to act as the principal assistant to the employee in charge of all sugar sampling work; or (11) under direction to manage the specialized clerical work in one of the divisions of the appraiser's office; or (12) under direction to serve as chief of the division issuing passports to seamen:

All classes of positions the duties of which are—

(a) At a port or subport other than New York, (1) under direction to exercise immediate supervision over clerks engaged in customs entry work or in liquidation; or (2) under direction to exercise immediate supervision over a small group of customs inspectors; or (3) at a class 1 port to be the principal assistant to the collector of customs; or (4) at a class 2 port to be in charge of all appraisal work; or (5) at a class 3 or a class 4 port to serve as the principal assistant to the person in charge of all appraisal work; or (6) at a class 3 subport to be in immediate charge of all customs work; or (7) at a class 4 port to be the principal assistant to the surveyor of customs.

(b) At New York (1) under direction, at the dock, to receive money in payment of customs duties on baggage; or (2) under supervision to perform responsible work in the inspection of vessels and their cargoes and especially passengers and their baggage; or (3) under direction to measure vessels to determine their tonnage under the several systems in force or to perform the difficult and responsible clerical work involved in the admeasurement of vessels; or (4) under immediate supervision as a learner to perform the simpler less important duties involved in appraisal where the work does not require the exercise of exceptional skill and knowledge; or (5) under direction to exercise immediate supervision over the clerks engaged in the registration and transfer of vessels and titles to vessels and in recording the movement of vessels and changes in their command; or (6) to serve as the principal assistant to the superintendent in charge of all work, both clerical and custodial, at a customs bonded warehouse; or (7) under direction, to be in immediate charge of all clerks engaged in handling protests against duties assessed; or (8) under direction to perform a number of different, complex, difficult, and responsible specialized clerical duties demanding the exercise of a high degree of knowledge and judgment; or (9) to serve as administrative assistant to the surveyor; or (10) to serve as the principal assistant to the chief merchandise sampler; or (11) under direction to be in charge of all sugar sampling; or (12) as an assistant deputy collector of customs to be in immediate charge of the division of customs information; or (13) to supervise all employees engaged in the analysis and classification of textiles: Supervising customs inspector, class 1. (a) At a port other than New York, (1) under direction to supervise a considerable number of persons engaged in the inspection of vessels, cargoes, passengers, and baggage; or (2) under direction to supervise a considerable number of persons engaged in weighing and gauging; or (3) at a class 3 port as chief

customs appraiser to be in charge of the appraisement of all goods; or (4) at a class 4 port to direct the inspection of all vessels, cargoes, passengers, and baggage and related work; or

(b) At New York, (1) under supervision to perform difficult and responsible clerical work involved in entry, in liquidation, or drawback work; or (2) under direction to exercise immediate supervision over all clerical work involved in the registration and transfer of vessels and titles to vessels and in recording the movement of vessels and changes in their command; or (3) to serve as the principal assistant to the clerk in charge of all the clerical work involved in the administration of the bonded warehouses at the port of New York; or (4) under direction to exercise immediate supervision over all the clerical work resulting from an increase in duties over the preliminary assessments; or (5) under direction to exercise immediate supervision over the clerical force recording entries filed and duties, head taxes, and internal revenues collected and preparing and issuing certificates thereof; or (6) under direction to exercise immediate supervision over the clerical work involved in making refunds of duties paid; or (7) to serve as the principal assistant to the cashier in charge of the collection of money in payment of duties; or (8) in the Division of Moneys and Accounts, under direction to be in immediate charge of the clerical force keeping the accounts; or (9) under direction to supervise the force engaged in examining, verifying, and approving all customs weighers' and gaugers' returns or the force engaged in examining, verifying and approving all inspectors' returns of merchandise; or (10) under direction to inspect the work of weighing and gauging in the different branches of the customs service in New York to promote accuracy, uniformity, and efficiency; or (11) to serve as the secretary to the surveyor; or (12) under direction to have charge of all merchandise sampling; or (13) under direction to exercise supervision over all clerical work in the appraiser's office; or (14) under general direction to be responsible for the administration of the work required under the food and drugs and the seed importation acts:

(b) At the port of New York, (1) to supervise a group of employees engaged in entry work; or (2) under direction, to supervise the work involved in the operation of customs bonded warehouses; or (3) to supervise the clerical work incident to the collection of fines and penalties; or (4) to direct the work of a considerable group of employees engaged in diversified customs work; or (5) under general direction, to be responsible for the work of the records division; or (6) to perform individually or with assigned assistants the most complex and specialized inspecting work; or (7) to direct the work of a group of inspectors and related employees working at a pier or elsewhere; or (8) to supervise a group of
