Mr. BRYSON, from the Committee on the Judiciary, submitted the

following

REPORT

[To accompany H. J. Res. 23]

The Committee on the Judiciary, to whom was referred the joint resolution (H. J. Res. 23) designating November 19, 1949, the anniversary of Lincoln's Gettysburg Address, as Dedication Day, having considered the same, report favorably thereon with amendments and recommend that the joint resolution do pass.

The amendments are as follows:

1. Page 1, line 3, after "November 19," insert "1949,".

2. Page 2, line 4, after "November 19" add a comma and insert "1949,"

3. Ámend the title so as to read:

A bill designating November 19, 1949, the anniversary of Lincoln's Gettysburg Address, as Dedication Day.

GENERAL STATEMENT

This resolution, which was considered by the committee at public hearings, is sponsored by the Sons of Union Veterans of the Civil War, a national organization composed of thousands of members in several hundred camps in approximately three-quarters of the States in the Union. A similar resolution was enacted into law in the Seventy-ninth Congress.

The resolution, as amended by the committee, would have the President proclaim November 19, 1949, the anniversary of the delivery of the Gettysburg Address by the revered President Lincoln, as Dedication Day. In the esteem of most people, the Gettysburg Address ranks with the Declaration of Independence and the preamble to the Constitution of the United States as expressive of the basic American philosophy of government. In these days it is considered important to impress upon the American people the ideals so beautifully expressed in this masterpiece of Abraham Lincoln's, for good citizenship is as important today as it was in those trying times, and a national day of commemoration is a fitting way in which to observe the occasion.

AUTHORIZING THE PRESIDENT OF THE UNITED STATES OF AMERICA TO PROCLAIM FEBRUARY 6, 1950, AS NATIONAL CHILDREN'S DENTAL HEALTH DAY

Mr. BRYSON, from the Committee on the Judiciary, submitted the following

REPORT

[To accompany H. J. Res 1841

The Committee on the Judiciary, to whom was referred the joint resolution (H. J. Res. 184) authorizing the President of the United States of America to proclaim February 6, 1950, as National Children's Dental Health Day, having considered the same, report favorably thereon with amendments and recommend that the joint resolution do pass.

The amendments are as follows:

1. Page 1, line 4, strike "annually"; page 1, line 5, strike "the first Monday of February" and insert in lieu thereof "February 6. 1950" 2. Amend the title so as to read:

A bill authorizing the President of the United States of America to proc.al February 6, 1950, as National Children's Dental Health Day.

STATEMENT

The reported bill was introduced at the request of the American Dental Health Association.

It is highly important that national attention be focused on the need for care of the dental diseases of children so as to catch these diseases in their incipiency and prevent difficulty in adult life. One way in which to do this is to set aside a specific day upon which interested organizations may join in a program designed to stimulate interest in the dental health of children.

The reported bill would provide for the setting aside of February 6, 1950, for this purpose. The committee are fully in accord with the object of this legislation.
