The subcommittee met, pursuant to call, at 9:40 a.m., in room 2175, Rayburn House Office Building, Hon. Carl D. Perkins (chairman of the subcommittee) presiding.

Members: Representatives Perkins, Kildee, Packard, Roukema, Bartlett and Nielson.

Staff present: John F. Jennings, associate general counsel; Alan Robert Lovesee, counsel; Lisa Brown Worthington, assistant_clerk; Richard D. DiEugenio, minority senior legislative associate; Daniel V. Yager, Republican assistant counsel for labor.

Chairman PERKINS. Let's have it quiet this morning. The subcommittee will come to order.

This morning the Subcommittee on Elementary, Secondary and Vocational Education will continue its inquiry into the use of Federal funds for New Jersey title III and IV-C, ESEA projects.

Today's witnesses are from New Jersey, and from the U.S. Department of Education, Health and Human Resources. Our first witness will be Mr. D'Alan Huff of the Department of Education. However, before he begins, I would like to yield to the gentlewoman from New Jersey, Mrs. Roukema, if she wishes to make any statements.

Mrs. ROUKEMA. Thank you, Mr. Chairman.

I do want to express my appreciation to you and the other members of the committee for all that you have done to help make these hearings meaningful and objective. I thank you, Mr. Chairman, for permitting us to have what I consider to be a flawless set of hearings in terms of having those witnesses that we feel we need to hear, and in terms of understanding that these problems, although they may not be unique to New Jersey, are of special interest to the people of New Jersey.

I would like to say that at the conclusion of these hearings that you and I, the committee and the staff could present a report that will not only cover adequately the problems as they face New Jersey, but equally important, point the way to improvement of the
