of college students concluded that "university students show much greater interest in voting than do other citizens". In recent elections, voter participation of the 18-20 year old group was in the 80 percentile range as compared to statewide figures in the 50 percent bracket.

In higher education groups, the voter turn out was much greater than that of other groups. The President's Commission on Registration and Voting Participation recommended a lower voting age as a possible means of increasing participation of 21-30 year olds. Voter participation in this latter group has risen sharply in the states where the voting age is under 21.

Senator BAYH. There are 10 States that will have referenda this year?

Mr. MACGOWAN. Thirteen. Washington State passed it a week ago Thursday.

Senator BAYH. Thirteen. What efforts are being made to try to galvanize the kind of campaign in Ohio plus 1 percent in those 13 States?

Mr. BLUMENAUER. Well, I think that we have benefited by their experience. We started last August in seriously pulling together efforts to wage a campaign in the State of Oregon, taking a cue from the difficulties they were having in New Jersey and Ohio, and as Clark indicated the active campaign lasted less than 2 months, and it was the first attempt at running a statewide campaign. Well, we have been working now actively for 8 months to try to put this together, and I think that although we have not probably hit upon any magic formula we have been able to develop a little more detail surrounding the approach to the issue, and I would hope that in working in close cooperation that we will be able to help other people like we have been benefited by the experience of Ohio and New Jersey, that our experience may help these 10 States that are working next fall in their efforts.
