CHAIRMAN: Last year, the subcommittee conducted extensive hearings on the issue of refugees from Iraq and sent a study mission to the region to examine the needs of the hundreds of thousands of refugees displaced from their homes. Now, 1 year later, you authorized a followup mission to northern Iraq to take a new look at refugee needs among the Iraqi Kurds and others displaced by Saddam Hussein. Enclosed is a copy of the staff mission's compelling report, along with their recommendations. I believe their report is a significant contribution to the ongoing debate about the massive and continuing humanitarian needs in the region and the political future of Iraq, and request that it be printed.
