Senator JOHNSTON. The committee will come to order to consider S. 2062. (S. 2062 follows:) [S. 2062, 81st Cong., 1st sess.] A BILL Making various changes in laws applicable to the Post Office Department in order to furnish a basis for a reorganization of the Department, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "Post Office Department Reorganization Act, 1949". POST OFFICE DEPARTMENT; POSTMASTER GENERAL SEC. 2. Section 388 of the Revised Statutes (U. S. C. title 5, sec. 361) is amended to read as follows: "SEC. 388. (a) There shall be at the seat of Government an executive department to be known as the Post Office Department, and a Postmaster General, who shall be the head thereof, and who shall be appointed by the President, by and with the advice and consent of the Senate. No person shall be eligible to serve as Postmaster General who holds any office under any political party, or under any political committee, as the term 'political committee' is defined in section 1 of the Federal Corrupt Practices Act of 1925. "(b) The purposes and objects of the Post Office Department shall be to operate the Postal Service of the United States, and to execute all laws of the United States relative to the Postal Service. So far as may be practicable and consistent with the obligations and duties imposed by law upon the department, such operations shall be conducted in accordance with principles and procedures applicable to commercial enterprises." DIRECTOR OF POSTS SEC. 3 (a) There shall be in the Post Office Department, a Director of Posts, who shall be appointed by the President, by and with the advice and consent of the Senate, and who shall receive compensation at the rate of $per annum. The Director of Posts shall be appointed without reference to political affiliations and solely on the ground of fitness to perform the duties of his office, and shall be responsible directly and solely to the Postmaster General. (b) Any power, function, or duty conferred or imposed upon the Postmaster General may, under such regulations as the Postmaster General may prescribe, be delegated to the Director of Posts or any other officer or officers of the Post Office Department. The regulations of the Postmaster General may authorize redelegation of any such power, function, or duty. 1 |
