Foreword

N THE LAST DAY of December 1946, the United Nations Atomic Energy Commission transmitted to the Security Council its first official report-the product of many months of effort by many men of many nations.

Foremost among these was Mr. Bernard M. Baruch, whose firm leadership as head of the United States Delegation was in large part responsible for the final acceptance of the report. Since Mr. Baruch resigned as United States Representative on the Atomic Energy Commission soon after the completion of the report, it has seemed fitting to include as addenda to this volume a few short documents relating to the final vote on the report and to Mr. Baruch's resignation. His speech before the opening session of the Commission on June 14, in which he put forward the United States proposals for an international Atomic Development Authority, is also included. The findings and recommendations of the report contain the basic principles first enunciated by Mr. Baruch and consistently advocated by him throughout the negotiations.

Letter of Transmittal

TO THE PRESIDENT OF THE SECURITY COUNCIL:

Herewith is presented to the Security Council a report dated December 31, 1946 entitled The First Report of the Atomic Energy Commission to the Security Council. This report is submitted as required in Section 2 (a) of the Resolution of the General Assembly of January 24, 1946, establishing the Atomic Energy Commission, which directs that the Commission's reports and recommendations be submitted to the Security Council. This report, which carries the document symbol AEC/18/Rev. 1, has been prepared in accordance with the resolution passed at the sixth meeting of the Atomic Energy Commission held on November 13, in which the Commission resolved to submit a report containing an account of its proceedings, findings, and recommendations to date to the Security Council by December 31. At the tenth meeting of the Atomic Energy Commission held on December 30 the Commission adopted this report, with ten Members voting in the affirmative and with the Representative of the Union of Soviet Socialist Republics and the Representative of Poland abstaining.

It was also agreed, at the same meeting, that any Representative having reservations concerning the text of this report should send them, in writing, to the Chairman of the Atomic Energy Commission for transmittal to the Security Council. The Representative of Poland, in a letter dated December 31 addressed to the Chairman of the Commission, requested that the following observation be included in this letter of transmittal:

"The Representative of Poland considers it to be of paramount importance that the proposals made by the Atomic Energy Commission to the Security Council be of such a character as to command the consent of all permanent Members of the Security Council. As some points treated in the above-mentioned report do not satisfy this condition, the Representative of Poland in the Security Council will feel free to propose such amendments as may contribute towards promotion of consent among the per
