The subcommittee met, pursuant to notice, at 9:38 a.m., in room 2203, Rayburn House Office Building, Hon. L. H. Fountain (chairman of the subcommittee) presiding. Present: Representatives L. H. The purpose of our hearing this morning is to take testimony on bills which would expand the membership of the Advisory Commission on Intergovernmental Relations to include elected town officials and elected school board officials. These bills, which are sponsored by members of this committee, are H.R. 2016, introduced by Mr. Brown on behalf of the towns, and H.R. 5192, introduced by Mr. McGrath on behalf of the school boards. The bills under consideration will be placed in the record at this point. [The bills, H.R. 2016 and H.R. 5192, follow:] (1) To add representatives of town officials to the membership of the Advisory Commission on Intergovernmental Relations. IN THE HOUSE OF REPRESENTATIVES Mr. BROWN of Ohio introduced the following bill; which was referred to the I A BILL To add representatives of town officials to the membership of the Advisory Commission on Intergovernmental Relations. 1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 3(a) of the Act entitled "An Act to establish an 4 Advisory Commission on Intergovernmental Relations" 5 approved September 24, 1959 (42 U.S.C. 4273(a)), is 6 amended 7 ∞ (1) by striking out "twenty-six members" and inserting in lieu thereof "twenty-nine members"; 1 2 3 4 5 6 7 2 (2) by striking out "and" at the end of paragraph (6) of such section, and by striking out the period at the end of paragraph (7) and inserting in lieu thereof a semicolon; and (3) by inserting immediately after such paragraph (7) the following new paragraph: "(8) Three appointed by the President from a panel of at 8 least six elected town officials submitted by the National As 9 sociation of Towns and Townships.". 10 SEC. 2. Such Act is further amended by striking out 11 "and (7)" each place it appears in sections 3(b) and 4(c) and 12 inserting in lieu thereof in each such place the following: 13 "(7), and (8)". |
