Стр. 13 - construction" includes architectural and engineering surveys, plans, working drawings, specifications, procedures, and other action preliminary to construction, including architects' fees, but excluding the cost of off-site improvements, construction of new buildings, expansion, remodeling, and alteration of existing buildings, and initial equipment of any such buildings.
