priations Committee also ought to appropriate funds for the two programs in two separate bills? Admiral HEINZ. Yes, sir. Mr. PASSMAN. Admiral, I think this is a splendid idea. At least when the bill is being handled, Mr. and Mrs. America would know what part is being appropriated for the military assistance program because that would hit the press, and the same would be true of the economic assistance program. May we have your reasons for wanting it that way? (Information supplied follows:) SEPARATION OF ECONOMIC AND MILITARY ASSISTANCE The following extract from Secretary Rusk's appearance on 17 March 1966 before the House Foreign Affairs Committee gives the reasoning for separate economic and military aid bills. "The separation of the two parts of the foreign assistance program is designed to clarify the purposes and functions of each and to give the public a greater understanding of what we are doing in our overseas programs. Congressional examination and review of the relations of the two programs and of their effectiveness in carrying out our foreign policy goals is being maintained by reference of the two bills to this Committee and to the Senate Foreign Relations Committee. "In addition, the President is requesting that the Secretary of State be given continued responsibility to exercise supervision and general direction of the military assistance program. Careful review will be maintained by A.I.D. and the Department of State to assure that MAP expenditures and sales are consistent with our foreign policy objectives." Mr. PASSMAN. We will conclude the hearings on the grant military assistance program and we will resume hearings on the economic part of the giveaway program on April 20 at 1 o'clock. I want to say to all you gentlemen as we drop the curtain that you have been very excellent witnesses. You have certainly done your homework. You have been extremely fair in trying to furnish all the information requested by the committee and we are somewhat encouraged over the fact that every witness appearing before this committee representing the military has indicated great knowledge of this program and has given the reasons why he believes the program is necessary. And, Admiral Heinz, since it was your lot to take the brunt of this long interrogation and what may have seemed at times to be an unreasonable approach, even though there were good reasons behind it, I can understand now why you are a director of the military assistance program. You had some very fine predecessors who worked long and hard, but really there has never been a man in your position who has appeared before this committee who was able to give us any more information than you have. I think the committee might be better off if you had not done your homework as well. But I hope all of you gentlemen understand there is nothing personal about this. I do not like this giveaway program and I do not mind indicating it. So if I irritated you at times I hope you understand it was not intended to be personal.
