Gentlemen and ladies, the committee will come to order. We have with us today the Office of the Secretary. We are glad to have you here today. I notice that Dr. Wallace is Assistant Secretary of Administration, and Mr. Robert Sherman, Mr. Richard T. Certo. Those of you who are new to the committee might introduce yourselves and then we would be glad to have a biographical sketch in the record. GENERAL STATEMENT Dr. WALLACE. Mr. Chairman, I am pleased to be here this afternoon to meet with you and the members of the subcommittee. I would like to introduce the witnesses at the table; Mr. Robert Sherman, Mr. Richard Certo, Mr. James Webster, Acting Director of the Office of Governmental and Public Affairs, and Mr. William Mills, Administrative Officer for the Office of Governmental and Public Affairs. I am Joan Wallace and I have been with the Department for 3 months. I am pleased to speak to you this afternoon about the Office of the Secretary and Departmental Administration. The major changes that we are proposing for the Office of the Secretary are those changes which the Congress directed for us, including the transfer of those persons who were detailed into the Office of the Secretary from other agencies. We are asking for 50 positions. That is going to require an additional $1.286,000 to provide direct funding for personnel previously detailed into that office. Additionally, we are requesting $87,000 for the Office of International Scientific and Technical Cooperation. That is for a Special Assistant who will report to the Office of the Assistant Secretary for International Affairs and Commodity Programs.
