We have for consideration this morning S. 3038, a bill to aid in the national defense, to promote water-borne commerce between the States, to further the development and maintenance of intercoastal shipping, and for other purposes. (The bill, S. 3038, is here printed in full, as follows:) [S. 3038, 75th Cong., 2d sess.] A BILL To aid in the national defense, to promote water-borne commerce between the States, to further the development and maintenance of intercoastal shipping, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That it is necessary to aid in the national defense, to promote water-borne commerce between the States, for the furtherance of the development and maintenance of intercoastal shipping, that the United States Maritime Commission shall grant subsidies to operators of vessels engaged in intercoastal shipping under such rules and regulations as may from time to time be promulgated by the United States Maritime Commission: Provided, That such rules and regulations shall be in consonance with the Merchant Marine Act of 1936, subject, however, to the limitations contained in succeeding sections of this Act. SEC. 2. Vessels eligible for subsidy grants under this Act shall be divided into classes as follows: Class 7: Vessels capable of maintaining a speed of ten knots at sea in ordinary weather, and of a gross registered tonnage of not less than two thousand five hundred tons. Class 6: Vessels capable of maintaining a speed of ten knots at sea in ordinary weather, and of a gross registered tonnage of not less than four thousand tons. Class 5: Vessels capable of maintaining a speed of thirteen knots at sea in ordinary weather, and of a gross registered tonnage of not less than eight thousand tons. 1. |
