REMARKS.-The dates will not always correspond with the returns; being sometimes takers from the orders to prosecute, from the determinations of suits and payments of clerks of court, marshals, &c., appeals to the Secretary of the Treasury, bonds taken by order of courts, suspensions of decisions, uncertainty of issues, transferring to different dockets, &c.

The account kept at the Custom-House being simply orders to the attorney of the district for libel or information, and marked off as the cases were determined, sooner or later, no reference was preserved, nor can now be given, of the principles of decisions or verdicts by juries or judges. The amounts taken from the accounts of clerks of court and marshals, upon payments of the proceeds, in duplicate, sent quarterly to the Treasury. When decided against the United States no further notice was usually taken.

Philadelphia, 13th February, 1832.

SIR: In compliance with your request, dated the 7th ultimo, in reference to "condemnations of smuggled goods, and suits in relation to frauds practised on the revenue," I beg leave to submit an abstract, A, of seizures made in this district, from the first January, 1820, to the first September, 1831; and an abstract, B, of the suits instituted, within the same period, against individuals in relation to frauds on the revenue. I have taken the liberty to add abstract C, shewing the operation of the former laws, imposing, in certain cases, the penalty of additional duty-superceded by the existing law of 28th May, 1830.

The want of any regular record of the cases embraced in those abstracts, and the necessity of seeking them in various books and papers, and with much labor, will, I trust, explain and excuse their imperfectness, as well as the delay attending their preparation.
