An Act Authorizing the Secretary of Commerce to acquire, by condemnation or otherwise, a certain tract of land in the District of Columbia for the enlargement of the present site of the Bureau of Standards.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Commerce be, and he is hereby, authorized to acquire, by condemnation or otherwise, that certain parcel of land hereinafter more fully described, aggregating approximately three hundred and forty-six thousand two hundred and thirty-four square feet, for the enlargement of the present site of the Bureau of Standards, at a price or cost not to exceed $173,117, the said land being that lying to the east of the main site of the Bureau of Standards, in the city of Washington, District of Columbia, including the land situated and lying between Tilden and Van Ness Streets, and extending along Connecticut Avenue, bounded and described approximately as follows:

Beginning at the southwest corner of Van Ness Street, sixty feet wide, and Connecticut Avenue, one hundred and thirty feet wide, south twenty-four degrees twenty-six minutes east, eight hundred and forty-five and eighty-two one-hundredths feet to the center line of Tilden Street, one hundred and twenty feet wide, as proposed by District of Columbia highway plan; thence with the arc, of a circle whose radius is one thousand two hundred and twentysix and six-tenths feet, a distance of three hundred and eighty-six and thirty-seven one-hundredths feet, deflecting to the left; thence with the arc of a circle whose radius is one thousand nine hundred feet, a distance of two hundred and seventeen and nineteen one-hundredths feet, deflecting to the right, to the southeast corner of the land of the Bureau of Standards; thence with the east line of the Bureau of Standards' land north four minutes east, eight hundred and ninety and seventy-seven one-hundredths feet to the south line. of Van Ness Street, sixty feet wide; thence with the south line of Van Ness Street, south eighty-nine degrees fifty-six minutes east, two hundred and thirty-eight and six one-hundredths feet to the point of beginning, containing approximately three hundred and forty-six thousand two hundred and thirty-four square feet, or seven and nine-thousand-four-hundred-and-eighty-four ten-thousandths acres. An Act Authorizing the purchase by the Secretary of Commerce of additional land for the Bureau of Standards of the Department of Commerce.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Commerce be, and he is hereby, authorized to acquire, by purchase, condemnation, or otherwise, not to exceed seventeen acres of land, including improvements thereon, adjacent to the present site of the Bureau of Standards to enlarge its present site, at a cost not to exceed $400,000.

SEC. 2. That the Secretary of Commerce is authorized, if he shall deem advisable, to acquire the fee title to any parts of said land herein authorized to be acquired subject to limited rights, but not for business purposes, reserved to the grantor: Provided, That such reservation of rights shall not continue beyond the life or lives of the grantor or grantors of the fee: Provided further, That in the opinion of said Secretary of Commerce such contract for acquisition of land subject to such limited rights will satisfactorily serve the interest of the Government therein.

SEC. 3. That the Commissioners of the District of Columbia be, and they are hereby, authorized and directed to close and vacate such portions of streets and alleys as lie within, or break the continuity of the enlarged site, as in the judgment of the Secretary of Commerce may be necessary, and the portions of such streets and alleys so closed and vacated shall thereupon become parts of said site: Provided, That no portion of Van Ness Street, Tilden Street, or Reno Road shall be closed under the provisions of this Act.

An Act to Authorize the Secretary of Commerce to purchase and and to construct buildings and facilities suitable for radio research investigations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of Commerce be, and he is hereby, authorized to acquire, by purchase or otherwise, for the Bureau of Standards a parcel of land in the vicinity of the District of Columbia, not in excess of two hundred acres, provided a suitable site now owned by the Government is not available for the purpose, and to construct thereon buildings, facilities, and equipment suitable for experimental researches in the propagation and reception of radio signals and also to construct upon land now owned by the Government in the vicinity of the District of Columbia, which may be made available for that purpose by any department having jurisdiction thereof, buildings, facilities, and equipment suitable for an experimental radio transmitting station. There is hereby authorized to be appropriated to carry out the foregoing purposes the sum of not to exceed $147,000. Approved, February 20, 1931.

AN ACT

To authorize the construction and equipment of a radio laboratory building tor the National Bureau of Standards, Department of Commerce.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there is hereby authorized to be constructed and equipped for the National Bureau of Standards a suitable radio laboratory building, together with necessary utilities and appurtenances thereto, under a limit of cost of $4,475,000: Provided, That such limit of cost may be exceeded or shall be reduced by an amount equal to the percentage increase or decrease, if any, in construction costs generally dating from March 1, 1948, as determined by the Federal Works Administrator.

SEC. 2. The Secretary of Commerce is authorized to acquire, by purchase, condemnation, or otherwise (including transfer with or without compensation from Federal agencies), such lands, estates in lands, and appurtenances thereto as may in his opinion be necessary or desirable for the construction of buildings to house activities of the National Bureau of Standards: Provided, That the site therefor shall be selected after consultation with the Director of the National Bureau of Standards.

SEC. 3. There are hereby authorized to be appropriated to the Secretary of Commerce, out of any moneys in the Treasury not otherwise appropriated, such sums as may be necessary to carry out the provisions of this Act: Provided, That such sums so appropriated, except such part thereof as may be necessary for the incidental expenses of the Department of Commerce, shall be transferred to the Public Buildings Administration in the Federal Works Agency.
