AN ACT

Authorizing and empowering the Secretary of the Treasury to sell the old postoffice building at Oakland, California, and to convey to the city of Oakland portions of the site for street-widening purposes in accordance with the provisions of public Act approved August 26, 1935 (49 Stat. 800).

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act approved April 11, 1936 (49 Stat. 1202), to amend the Act entitled "An Act to provide for the construction of certain public buildings, and for other purposes", approved May 25, 1926, authorizing and empowering the Secretary of the Treasury to dispose of the old postoffice building and to sell all of the site thereof at Oakland, California, is hereby amended by canceling the second sentence thereof and substituting the following: "The Secretary of the Treasury is hereby further authorized to sell the old post-office site situated at Broadway, Seventeenth, and Franklin Streets, in Oakland, California, at such time, for such price, and upon such terms and conditions as he may deem to be to the best interest of the United States, and to convey such property to the purchaser thereof by the usual quitclaim deed, the proceeds of said sale to be covered into the Treasury as míscellaneous receipts: Provided, That nothing herein shall prevent the Secretary of the Treasury from favorably considering an application of the city of Oakland for the conveyance to said city of such portion or portions of the site as the Secretary may agree are necessary for street-widening purposes in accordance with the provisions of public Act approved August 26, 1935 (49 Stat. 800; U. S. C., title 40, sec. 345b)."

AN ACT

For the exchange of land in Hudson Falls, New York, for the purpose of the post-office site.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized to convey to the owner of the land abutting the easterly side of the post-office site at Hudson Falls, New York, the following-described piece or parcel of land forming a part of said post-office site:

Lying and being in the city of Hudson Falls, county of Washington, State of New York, and described as follows: Beginning at a point in the northerly side of Pearl Street distant eastwardly one hundred and forty-five feet from the intersection of the easterly side of Main Street with the northerly side of Pearl Street, said point being the southeast corner of the present post-office site; running thence along the northerly side of Pearl Street, south eighty-one degrees fifty-seven minutes west a distance of ten feet to a point; thence north five degrees forty-eight minutes west a distance of thirty-six and sixty-seven one-hundredths feet to a point in the westerly side of lands now or formerly of D. S. Griffin; thence along lands of said Griffin south twenty-one degrees twelve minutes east a distance of thirty-seven and sixty-two one-hundredths feet to the point or place of beginning;

in consideration of the conveyance to the United States of the following-described piece or parcel of land as an addition to the said postoffice site:

Lying and being in the city of Hudson Falls, county of Washington, State of New York, and described as follows: Beginning at a point eighty-five feet north and one hundred and forty-five feet east of the intersection of the easterly side of Main Street with the northerly side of Pearl Street, said point being the northeast corner of the present post-office site; running thence north eighty-one degrees fifty-seven minutes east a distance of twelve and fifty-nine onehundredths feet to a point; thence south five degrees forty-eight minutes east a distance of forty-six and eighteen one-hundredths feet to a point in the easterly side of the present post-office site; thence along the easterly side of said post-office site north twenty-one degrees twelve minutes west a distance of forty-seven and thirty-eight onehundredths feet to the point or place of beginning.

AN ACT

To repeal the limitation on the sale price on the old post office and courthouse site and building at Fourth and Chestnut Streets, Louisville, Kentucky.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the proviso (45 Stat. 179), contained in section 1, title I, of the Act entitled "An Act making appropriations for the Treasury and Post Office Departments for the fiscal year ending June 30, 1929, and for other purposes", approved March 5, 1928, Public Law Numbered 93, Seventieth Congress (45 Stat. 162), requiring that the old post office and courthouse site and building at Fourth and Chestnut Streets, Louisville, Kentucky, shall not be sold for an amount less than $2,500,000, is hereby repealed.

AN ACT

To amend the Act entitled "An Act to provide for the construction of certain public buildings, and for other purposes", approved May 25, 1926 (44 Stat. 630). as amended.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That to enable the Secretary of the Treasury to acquire adequate sites for public buildings to be located within the areas hereinafter described, including suitable grounds, parking, and approaches necessary to a proper grouping of such buildings, the areas defined in the Act of May 25, 1926 (44 Stat. 630), as amended, within which sites or additions to sites for public buildings in the District of Columbia may be acquired, are hereby further extended, and the Secretary of the Treasury is authorized, empowered, and directed to acquire, pursuant to the provisions of said Act, as amended, for the use of the United States, by purchase, condemnation, or otherwise, in addition to the areas already authorized, any land and buildings, including properties belonging to the District of Columbia, which he may determine should be acquired, within the area west of Nineteenth Street Northwest, bounded by New York Avenue Northwest, E Street Northwest, and the Potomac River; also squares 122, 104, 81, 58, 59, 44, and 33; and there is hereby authorized to be appropriated from time to time, in addition to the amounts heretofore authorized to carry out the purposes of the Act of May 25, 1926, as amended, such amounts as may be necessary to carry out the provisions of this Act: Provided, That no street or alley shall be closed and vacated within the areas herein described unless the closing and vacating of such street or alley is mutually agreed to by the Secretary of the Treasury, the Commissioners of the District of Columbia, and the National Capital Park and Planning Commission.

[S. 1826] AN ACT

To permit seeing-eye dogs to enter Government buildings when accompanied by their blind masters, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That seeing-eye dogs or other guide dogs, specially trained and educated for that purpose, accompanied by their blind masters, shall be admitted to any building or other property owned or controlled by the United States, upon the same terms and conditions, and subject to the same regulations as generally govern the admission of the public to such property: Provided, That such dogs shall not be permitted to run free or roam in or on such property, and shall be in guiding harness or on leash and under the control of their blind masters at all times while in or on such property. The head of each department or other agency of the United States may make such rules and regulations as he deems necessary in the public interest to carry out the provisions of this Act in its application to any such building or other property subject to his jurisdiction.
