NOTE

The Second Report of the United Nations Atomic Energy Commission to the Security Council (UN Document S/557) is reproduced here for general distribution. This report was adopted by the Commission on 11 September 1947 by a vote of ten to one, with one abstention. The nations voting for the report were Australia, Belgium, Brazil, Canada, China, Colombia, France, Syria, the United Kingdom, and the United States. The Soviet Union voted against the report, and Poland abstained from voting.

The Introduction of this report refers to the General Findings and Recommendations of the First Report. For ease of reference, these are included in an appendix beginning on page 87 of this publication.

Sir,

I have the honour to present herewith THE SECOND REPORT OF THE ATOMIC ENERGY COMMISSION TO THE SECURITY COUNCIL dated 11 September 1947 (document AEC/26). This Report is submitted in accordance with the request of the Security Council contained in the resolution adopted at its 117th meeting on 10 March 1947, and in conformity with Section 2 (a) of the resolution of the General Assembly of 24 January 1946.

The Atomic Energy Commission considered the draft report at its 13th and 14th meetings on 10 and 11 September, respectively, and, at the later meeting, the Commission adopted this Report, with ten Members voting in the affirmative, one in the negative, and one abstaining.

In continuing its task, the Commission intends to proceed with the study of the topics noted in the Introduction to the Report and other matters within its terms of reference, with a view to making the specific proposals required by the resolutions of the General Assembly of 24 January and of 14 December 1946 and to preparing for submission to the Security Council, in due course, a draft treaty or convention incorporating its ultimate proposals.
