First, I would like to state that the DOD R.D.T. & E. program proposed for fiscal year 1963 has received a most comprehensive and thorough review. From the time I became Director of Defense Research and Engineering last May, a great portion of my time has been spent in analysis of and action on the major elements of the fiscal year 1962 program and the proposed programs for fiscal year 1963. Key members of my staff and I were engaged almost continuously from July through December in the program review and the budget review. We, of course, worked closely throughout with the senior civilian and military R.D.T. & E. managers in the military departments, that is, the service Assistant Secretaries for Research and Development, the service Chiefs of R. & D., and the commanders of the service R. & D. field organizations. We also examined our recommendations at length with the Secretary and Deputy Secretary of Defense, the ASD (Comptroller) and his staff and the Bureau of the Budget staff.

Accordingly, I believe that the proposed program derived from our review is sound and well balanced; and, I fully support the funding requested under the R.D.T. & E. appropriation title.

The Secretary of Defense has already given you a most comprehensive statement including considerable information on most of the major R.D.T. & E. programs and projects. Accordingly, there may be in my presentation some repetition of what you have already heard. However, I believe that the R.D.T. & E. program proposed for fiscal year 1963 is so important in relation to meeting our national military objectives and involves such heavy funding outlays, that any repetition will be worthwhile if it serves to provide a more complete understanding on the part of this committee and the general public.

I wish to begin my statement with a brief financial summary; then I will highlight the major elements of the program under the same general headings used by Secretary McNamara in his presentation to you covering the programs to be supported by the R.D.T. & E. appropriation.
