The committee will come to order. This is the first of the subcommittee hearings on the budget request of the Defense Department for funds for the fiscal year beginning July 1, 1954. The subcommittee plans to hold these hearings and to have as many of them as possible in open session. The funds requested in this appropriation bill, of course, we realize must come from the people, and they are entitled to all of the facts that it is possible to give them consistent with the national security. During the course of the hearings, the subcommittee will carefully and closely examine all the appropriation requests of the Department of Defense. The consideration will be guided by a desire to secure for the Nation a defense completely adequate to the needs of the Nation at the most reasonable cost. |
