Mr. DINGELL. He spent most of his time on per diem up at the park. Mr. DICKENSON. That was necessary because the filming occurred there, sir, and then the cutting occurred in Los Angeles.

Mr. DINGELL. Then he provided technical assistance on the cutting,

too.

Mr. FINNEGAN. Mr. Dickenson, he had overall supervision; but is it not also true that during the course of the filming in Yosemite other park rangers had most of the responsibilities of controlling crowds and did other types of work that really were park ranger work?

Mr. DICKENSON. There were a number of other Service employees involved; yes, sir.

Mr. FINNEGAN. Now, were any Park Service rangers employed by Universal Studios at any time?

Mr. DICKENSON. It is my understanding that the arrangements were that off-duty national park rangers performed duties of traffic management and duties related to crowd control.

Mr. DINGELL. That is a practice which is now discontinued.

Mr. DICKENSON. I beg your pardon?

Mr. DINGELL. That is a practice which I am informed is now discontinued.

Mr. DICKENSON. The filming has long since terminated, sir.

Subject: NBC Ranger Series.

Many of you may have read in recent days that NBC has scheduled a Forest Ranger television series for next Fall. Like most Americans, the networks understandably sometimes get a little confused. The series, titled “The Ranger,” is being produced by Jack Webb and Universal studios at Yosemite National Park (and other NPS sites later on) and concerns a National Park Service ranger as its protagonist.

I met the other day with the two FBI agents who acted as the liaison for the popular FBI series for nine years. They informed me that "The FBI" did wonders for their agency in terms of recruiting and favorable public reaction and response to their work and mission. I would hope we would have the same kind of "side benefit" from "The Ranger." At least these were my thoughts during preliminary talks I had with Universal some months ago about the possibility of such a series.

In the very near future, a NPS "liaison" will be appointed by me to serve as technical advisor on this series. He will have my complete confidence and support and will report directly to the Associate Director, Park System Management, the Deputy Director and myself.

In the meantime, a pilot film for the series will be shown by NBC sometime this summer. So when you see "The Ranger" in your TV Guide, it's you they're talking about.

Memorandum to: All employees.

From: Superintendent.

Subject: Working for Universal Studios.

P.O. Box 577, YOSEMITE NATIONAL PARK, California, July 10, 1974.

As you know, Universal Studios is presently filming a television series about Park Rangers. The series will be called "Sierra."

Some of you already have been asked, or will be asked, to work on this project, both on and off duty. I would like to establish some guidelines in this regard. 1. Dual compensation.-It is illegal for any Federal employee to receive dual compensation. In other words, if you are on duty, you may not under any circumstances receive pay from the movie company. It is illegal, for example, to appear as a stand-in while on duty, even for a 10 or 15-minute period, and to receive pay from Universal for doing so. We have already experienced instances in which the movie company has been adamant that an on-duty employee receive additional compensation for this type of appearance. Avoid this at all costs. 2. Off-duty employment.-It is approved for you to work for the movie company for pay when you are not on duty. However, this off-duty work must not, in any way, impair your effectiveness when on duty. Don't work such long hours that you are a safety hazard to yourself or other employees while on duty.

3. Scheduled work.-By copy of this memorandum, I am instructing all supervisors not to allow employees to trade duty shifts in order to work for the movie company. As a general guideline, I would also prefer that annual leave not be granted to work on the movie. Exceptions to this guideline will have to be approved by your Division Chief.

4. Uniforms.-Also by this memorandum, I am approving the wearing of uniforms by off-duty employees when so requested by the movie company. They will request uniformed employees' assistance for such items as traffic control, crowd control, and as background or even bit parts for the movie. When any employee is requested to appear in uniform, he must appear in the proper and complete uniform. He should not appear in Levis, for example, for crowd control or traffic control. All ornaments should be on and proper headgear should be worn. In most cases, this will be the Stetson hat. Frankly, I feel quite strongly that our personnel working on the project should look as good as the actors, especially since we have insisted on proper uniforms in the film.
