(H.R. 3972 and H.R. 6818 and the staff memorandum follow:) (H.R. 3972, 90th Cong., 1st sess., by Mr. McMillan on January 26, 1967, and H.R. 6818, by Mr. Nelsen on March 8, 1967) A BILL To enable the District of Columbia to participate in the health and medical assistance benefits made available by the Social Security Amendments of 1965, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Board of Commissioners of the District of Columbia is hereby authorized, within available appropriations and allotted funds, to take such action and to promulgate such rules and regulations as may be necessary to permit District of Columbia participation in, and to secure for the District of Columbia the health and medical assistance benefits made available by, titles XVIII and XIX of the Social Security Act, as amended, notwithstanding any other provision of law establishing (1) a durational residency requirement, (2) a means test, (3) per diem or other periodic rates for the inpatient or outpatient care or treatment of the medically needy (by which term is meant those whose income and resources are insufficient to meet the cost of necessary medical services), or (4) the financial responsibility of relatives of the medically needy, for persons provided health and medical care and treatment by or at the expense of the District of Columbia.
