HIS MAJESTY having been pleased by His Order in Council to establish the Regulations and Instructions contained in this Book, for his Naval Service at Sea; you are hereby required and directed to conform yourself agreeably thereto, and to take care that the several Officers, under your command, pay the most strict attention and obedience to the same; not only as far as regards those Articles which are contained in their own Instructions respectively, but those also which have reference to them in the Instructions addressed to any other Officer.
