5 "PROJECTS TO PROMOTE EFFECTIVE USE OF AUXILIARY

7 "SEC. 1004. (a) There are hereby authorized to be ap8 propriated $6,000,000 for the fiscal year ending June 30, 9 1972; $10,000,000 for the fiscal year ending June 30, 1973; 10 $10,000,000 for the fiscal year ending June 30, 1974; $15,11 000,000 for the fiscal year ending June 30, 1975; and $15,12 000,000 for the fiscal year ending June 30, 1976, which 13 shall be used by the Secretary to make grants and enter into 14 contracts (without regard to section 3648 of the Revised 15 Statutes, 31 U.S.C. 539) under subsection (c) and to make 16 grants to dental schools, and to other public or nonprofit 17 private agencies, organizations, and institutions, and to 18 enter into contracts (without regard to section 3648 of the 19 Revised Statutes, 31 U.S.C. 529) with individuals, agen20 cies, organizations, and institutions, for projects described 21 in subsection (b),

22 "(b) Grants and contracts under this section may be 23 made or entered into for projects for

porting programs to teach dental students and dentists

the efficient and effective utilization of dental auxiliaries

and the management and supervision of total dental

health teams (including, but not limited to, teams con

sisting of various types of auxiliary dental personnel who are trained in carrying out expanded functions or procedures which do not require the knowledge and skill of the dentist), with special emphasis on the employment and utilization of veterans of the Armed Forces who

have received experience and training in dental auxiliary functions;

"(2) demonstration and experimentation of ways to organize dental health services to achieve maximum effectiveness in the use of auxiliary dental personnel,

which projects take into account such factors as patient acceptance, quality of care, and cost of services; and

"(3) planning, establishing, demonstrating, or supporting field training programs for dental students and auxiliary dental personnel in which dental care and pre

ventive services are provided by such persons under pro21 fessional supervision in areas characterized by low family

22 incomes or shortage of and need for dental services.

"(c) The Secretary is authorized to utilize sums appro24 priated pursuant to subsection (a) to make grants to dental 25 schools and to other public or nonprofit private agencies,

1 organizations, and institutions, and to enter into contracts 2 with individuals, agencies, organizations, and institutions for 3 special projects related to investigation and demonstration of 4 ways of providing incentives for developing or establishing 5 dental facilities or services in areas or communities in a State 6 determined by the appropriate State health authority in such 7 State to have a shortage of and need for dentists.

"DENTAL ADVISORY COMMITTEE

9 "SEC. 1005. (a) The President shall appoint a Dental 10 Advisory Committee consisting of seven members, four of 11 whom shall be selected from the dental profession and three 12 from the general public. Members shall be appointed from 13 among persons who, by virtue of their training, experience, 14 and background, are exceptionally qualified to appraise the 15 programs established by this title. The Secretary shall be an 16 ex officio member of the Committee.

"(b) (1) Members shall be appointed for six-year 18 terms, except that of the members first appointed three shall 19 be appointed for two years, two shall be appointed for four 20 years, and two shall be appointed for a term of six years 21 designated by the President at the time of appointment. The 22 members shall select their own chairman.

"(2) Any member appointed to fill a vacancy occur24 ring prior to the expiration of the term for which his prede25 cessor was appointed shall serve only for the remainder of

1. such term. Members shall be eligible for reappointment and

may serve after the expiration of their terms until their suc3 cessors have taken office.

"(3) The Dental Advisory Committee shall advise the 5 Secretary in regard to the reports required under section 6.1006, in regard to programs established under this title, and 7 in regard to activities carried on by the Department of 8 Health, Education, and Welfare related to dental health, den9 tal manpower, or dental training and services, and shall serve as a reviewing body for grants made pursuant to 11 this title, where such review is deemed necessary by the

12 Secretary.

"(4) Members of the Dental Advisory Committee who 14 are not officers or employees of the United States shall re15 ceive compensation at rates not to exceed the daily rate 16 prescribed for GS-18 under section 5332, title 5, United 17 States Code, for each day they are engaged in the actual 18 performance of their duties, including traveltime, and while so serving away from their homes or regular places of busi

ness they may be allowed travel expenses, including per diem

21 in lieu of subsistence, in the same manner as the expenses

authorized by section 5703, title 5, United States Code, for persons in Government service employed intermittently.

"(5) The Secretary shall make available to the Dental

1 Advisory Committee such staff, information, and other as

2 sistance as it may require to carry out its activities.

3 "(6) The Secretary, after consultation with the Dental

1

4 Advisory Committee, shall promulgate such rules and regu

5 lations as are necessary to carry out the purposes of this title.

7 "SEC. 1006. (a) The Secretary shall submit a report 8 to the Congress not later than January 31 of each year on 9 the progress of the implementation and administration of the 10 programs established under this title.

"(b) The Secretary shall submit to the Congress a report 12 containing his recommendations concerning the need and 13 feasibility of a comprehensive national dental health program 14 for children within ninety days after the end of the fiscal year 15 ending June 30, 1976."

16 SEC. 3. Section 1902 (a) (10) of title XIX of the 17 Social Security Act is amended by adding at the end thereof 18 the following: "and except that services described in para19 graph (10) of section 1905 (a) may be made available to 20 individuals or groups of individuals under age eighteen without making available such services of the same amount, dura

22 tion, and scope to individuals of any other ages;".

SEC. 4. (a) Section 1 of the Public Health Service Act

24 is amended to read as follows:
