International Organizations in which the United States participated, which have been terminated or become inactive since December 31, 1945

Allied Control Commission for Bulgaria

Sofia, Bulgaria

Established October 28, 1944, by article 18 of the Armistice Agreement with Bulgaria to regulate and supervise the execution of the agreement. (58 Stat. 1498.) The Governments represented on the Commission were the United States, the Soviet Union, and the United Kingdom. The Commission passed out of existence on September 15, 1947, when the Treaty of Peace with Bulgaria went into effect, superseding the Armistice Agreement.

Allied Control Commission for Hungary

Budapest, Hungary

Established on January 20, 1945, by article 18 of the Armistice Agreement with Hungary to supervise and regulate the execution of the agreement. (59 Stat. 1321.) The Governments represented on the Commission were the United States, the Soviet Union, and the United Kingdom. The Commission passed out of existence on September 15, 1947, when the Treaty of Peace with Hungary went into effect, superseding the Armistice Agreement.

Allied Control Commission for Rumania

Bucharest, Rumania

Established on September 12, 1944, by article 18 of the Armistice Agreement with Rumania to regulate and control the execution of the agreement. (59 Stat. 1712.) The Governments represented on the Commission were the United States, the Soviet Union, and the United Kingdom. The Commission passed out of existence on Sep

tember 15, 1947, when the Treaty of Peace with Rumania went into effect, superseding the Armistice Agreement.

Allied Mission to Observe the Greek Elections

Athens, Greece

Established pursuant to the Yalta Declaration on Liberated Europe of February 11, 1945, whereby the United States, the United Kingdom, and the Union of Soviet Socialist Republics agreed to assist liberated nations in the holding of free elections, and in response to an invitation from the Greek Government to the Allied Governments. This invitation to observe and report the results of the Greek elections of March 31, 1946, was accepted by the United States, France, and the United Kingdom in a joint statement of September 15, 1945. United States representation in the Mission was provided for by Executive Order 9657. The formal signing of the unanimous report of the three Chiefs of Mission, representing the participating countries, on April 10, 1946, marked the termination of the Mission's activities in Greece.

Combined Civil Affairs Committee

Washington, D.C.

Established by the Combined Chiefs of Staff in July 1943, to recommend civil-affairs policies for ex-enemy and liberated areas and to coordinate military- and civilian-agency interests in civil-affairs matters. The United States and the United Kingdom were members of the Committee and Canada was represented on its subcommittees. United States representatives were mainly military personnel, but included also members of the Department of State and the Treasury Department. The Combined Committee itself is still in existence, but it is now bilateral, since Canada does not participate. The billing subcommittee and the supply subcommittee were the last multilateral organs of the Committee, the former being terminated on June 11, 1947, and the latter on September 5, 1947. By September 15, 1949, the termination of the Committee in its present form was imminent.

Combined Coal Committee

The creation of the Committee as an autonomous organization on December 31, 1945, was publicly announced on December 10, 1945, by the President of the United States and the Prime Ministers of the

United Kingdom and Canada. It had formerly been a joint advisory committee under both the Combined Raw Materials Board1 and the Combined Production and Resources Board.2 The United States, the United Kingdom, and Canada were represented on the Committee. Its purpose was to recommend the allocation of coal, for which supply responsibility rested with the United States or the British Empire, to meet the overseas requirements of the Allies and the needs of the liberated and conquered countries. The Committee was terminated by mutual agreement of the member countries on April 30, 1947, and its functions were taken over by the European Coal Organization.

Combined Food Board

Washington, D.C.

Established by the joint action of the President of the United States and the Prime Minister of the United Kingdom on June 9, 1942. Canada joined in October 1943. The purpose of the Board was to obtain the best possible utilization of the food resources of the United Nations during wartime and the postwar period. The Board was terminated on June 30, 1946, its functions and activities being taken over by the International Emergency Food Council (q. v.), which was established under the auspices of the Food and Agriculture Organization of the United Nations.

Combined Footwear, Leather and Hides Committee

Its establishment as an independent body on December 31, 1945, was publicly announced by the President of the United States, the Prime Minister of the United Kingdom and the Prime Minister of Canada on December 10, 1945. It previously had been an advisory

C., was established by joint action of the United States and the United Kingdom to review the over-all requirements and supply situation of the United Nations with respect to critical and essential raw materials and to allocate such materials. Its creation was announced by the President and the Prime Minister on Jan. 26, 1942. The CRMB was terminated on Dec. 31, 1945. 2 The Combined Production and Resources Board (CPRB), with headquarters in Washington, D.C., was established by joint action of the United States and the United Kingdom to complete organization needed for the most effective use of the combined resources of the two countries for the prosecution of the war. Its creation was announced by the President and Prime Minister on June 9, 1942. Canada subsequently became a member. The CPRB was terminated on Dec. 31, 1945.
