or exceeded. However, they would inspect any additional equipment on the barge even though it might not be required by Coast Guard regulations.

The Coast Guard had no regulations relating to on-shore vapor collection and control systems. However, since the terminal is nearby and thus could possibly affect barge operations, the Coast Guard does have the authority to prevent the terminal from operating if they feel an on-shore system endangers barge operations. The Coast Guard will review a proposed design for safety, and recommend needed changes.

The barge must have a Certificate of Inspection and it is necessary to furnish a Certificate of Financial Responsibility in order to cover the possibility of spills. Product transfer procedures are reviewed by the U.S. Coast Guard and are placed on the barge for references by the barge operating crew. A certified tanker man must be on the barge during transfer of products and it is necessary to also have someone on shore.

Tentative agreements were made to conduct the field demonstrations at Pennzoil and Boswell. Formal agreements had to await final design of the barge vapor control systems.

National Marine Service also assured availability of a barge with vapor collection piping when preparations were completed for the field demonstrations.

A preliminary design of the Boswell and Pennzoil facilities was presented to a Technical Advisory Committee formed to provide input to the program. The Technical Advisory Committee was made up of representatives of the EPA, Coast Guard, American Petroleum Institute, barge operators and several oil companies.

With the approval of the EPA, final designs were prepared of the Pennzoil facility. Fabrication drawings were made and formal agreements signed with Pennzoil. In addition, written permission was obtained from the railroad to cross their right-of-way. A drawing of the barge loading area as it was planned is shown in Figure 9.

A sketch of the scrubber mounted on the loading cell is shown in Figure 10.

Because of an EPA funding reduction at this point, it was not possible to install the vapor control system at the Pennzoil terminal. It was therefore decided to install the incinerator vapor control system at the Boswell facility.

The system in Figure 11 was installed at the Boswell Oil Company's terminal in Dravosburg, PA.
