The Chair would announce before the commencement of opening statements that, pursuant to the rules, the chairman of the subcommittee and the ranking member and the chairman of the full committee and the ranking member of the full committee will be accorded 5 minutes for opening statements; other members of the subcommittee shall be accorded 3 minutes apiece. Today the subcommittee will hold the first day of a multipart hearing to examine how the Bush Administration's proposal to establish a Department of Homeland Security will affect the agencies and the operations over which this committee now exercises principal jurisdiction. Our first witness is the current Director of the Office of Homeland Security and our former colleague, Governor Tom Ridge, who is appearing today in his capacity as the chief of the transition team for this new department.
