Mr. Bingham is going to preside temporarily at least. Mr. BINGHAM. The committee will please come to order. This morning the committee welcomes once again Ambassador Elliot L. Richardson, the Special Representative of the President and Ambassador at Large for the Third United Nations Conference on the Law of the Sea. Mr. Ambassador, we are glad to have you here to discuss with us the status of the negotiations of the Geneva session of the Conference. Since you briefed us last May on the New York spring session of the negotiations, the committee reported the Deep Seabed Hard Mineral Resource Act, as you know, and subsequently the Congress enacted it into law. Now, I understand that the executive branch is preparing rules and regulations to implement that act. Even though this committee has discharged its legislative responsibility for the Seabed Hard Mineral Resource Act, at least for the time being, the committee remains interested in the successful conclusion of a treaty on the Law of the Sea that is in the U.S. interest. I understand that the Geneva session which concluded at the end of August resolved several major outstanding issues. Even Secretary General Kurt Waldheim has referred to the encouraging progress of this session in his Annual Report to the General Assembly. Your steadfast and patient efforts over the last 31⁄2 years in the highly complex task of negotiating the successful conclusion of the treaty is very much appreciated. We look forward to your report on the Geneva session. You may proceed in any way that you wish. I might say that the chairman is next door meeting with the Prime Minister of Papua New Guinea and will be with us shortly. Will you proceed please, Mr. Ambassador. (1) |
