The subcommittee met, pursuant to notice, at 2:50 p.m. in room 212, Old Senate Office Building, Senator Harry F. Byrd, Jr., of Virginia, chairman. Present: Senator Byrd (presiding). Also present: Charles J. Conneely, professional staff member. Senator BYRD. I regret the delay in beginning this meeting. You know, the Senate has been in session since 8:30 this morning, and has been working on the land use acts since about 10 o'clock this morning. A vote is in progress at the moment so I am sorry that we were delayed in opening the meeting, General Jannarone. The subcommittee will now hear testimony on H.R. 15679-a Housepassed bill which would provide additional pay for certain permanent professors at the U.S. Military Academy (USMA), the U.S. Naval Academy (USNA), the U.S. Air Force Academy (USAFA), and the U.S. Čoast Guard Academy (USCGA). Basically, the provisions of H.R. 15679, would increase the annual income of professors at the various academies, over what they presently receive, by $3,000 if they have 31 or more years of service. Today a colonel (0-6) professor at a service academy with 31 or more years of service and cash allowances for housing and subsistence receives an annual salary of $28,558 exclusive of any fringe benefits. A colonel (0-6) professor with 36 or more years of service receives annual compensation of $31,881 resulting from an additional $250 per month granted such professors under present law (section 203, title 37 United States Code). The House of Representatives' Report No. 92-1190 on this bill states that as a result of this additional pay "the academies would hope to retain their senior military professors to the maximum possible extent in all continuing competition for high-quality professionals in the overall academic community." The Department of Defense supports enactment of H.R. 15679. Budget estimates indicate that no additional funds will be required. by the Department of Defense to fund this legislation as financing will be absorbed within existing resources. Additional cost for this legislation would be $28,000 in fiscal year 1973 and $56,000 by fiscal year 1977, these being the figures submitted to the committee by the Department of Defense. |
