BY THE BOARD:

OPINION

This proceeding involves the application of Korea Air Terminal Service Co., Ltd. (KATSCO), for an indirect foreign air carrier permit which would authorize KATSCO to engage in airfreight forwarding activities with respect to U.S.-originating cargo shipments to any point or points outside the United States.

Following a public hearing, Examiner William F. Cusick issued his decision recommending that the requested indirect foreign air carrier permit be issued to Korea Air Terminal Service Co., Ltd. (Republic of Korea), for a period of 3 years, subject to conditions. One of the conditions recommended by the examiner, and accepted by the applicant, prohibits KATSCO from shipping cargo handled by KATSCO in its capacity as an indirect foreign air carrier or as an IATA cargo agent on either of two air carriers with which it is under common control, Korean Air Lines, Inc., or Han Jin Transportation Co., Ltd., d.b.a. Air Korea.1

Korean Air Lines, Inc., is the holder of a foreign air carrier permit issued pursuant to order E-24593 approved Jan. 3, 1967 (46 C.A.B. 10), which authorizes foreign air transportation of persons, property, and mail between Korea and Seattle via Tokyo. The carrier was purchased from the Korean Government on Mar, 1, 1969, by a private corporation, and its name was changed to Korean Air Lines Co (Continued)
