PROPOSED AMENDMENTS TO CIVILIAN AGREEMENTS FOR COOPERATION-REPUBLIC OF COLOMBIA AND COMMONWEALTH OF AUSTRALIA

The Joint Committee met at 2 p.m., pursuant to call, in room AE-1, the Capitol, Hon. Albert Gore presiding.

Present: Senator Gore, and Representatives Hosmer and Young. Also present: John T. Conway, executive director; Edward J. Bauser, assistant director; Leonard Trosten, staff counsel; George F. Murphy, Jr., national security affairs; Jack Rosen, staff consultant; William T. England, professional staff member; and John B. Radcliffe, technical adviser.

Senator GORE. The subcommittee will be in order.

This first meeting in 1967 of the Subcommittee on Agreements for Cooperation is for the purpose of receiving Atomic Energy Commission and State Department testimony on the proposed amendments to this country's civilian agreements for cooperation with Colombia and Australia. (See app. 1, pp. 75 and 80.)

Consistent with committee practice, copies of the proposed agreements have been submitted for inclusion in the Congressional Record.1 Dr. Nabrit, will you please lead off by presenting your statements on both agreements? We will then hear from Mr. Zook, of the Department of State.

STATEMENT OF DR. SAMUEL M. NABRIT, COMMISSIONER, ACCOMPANIED BY MYRON B. KRATZER, DIRECTOR, DIVISION OF INTERNATIONAL AFFAIRS, U.S. ATOMIC ENERGY COMMISSION

AGREEMENT WITH COLOMBIA

Dr. NABRIT. Mr. Chairman and members of the committee, I appreciate having this opportunity to testify before the committee on an amendment to our agreement for cooperation with Colombia. The amendment was developed primarily to extend the present agreement, which is scheduled to expire on March 28. Preparation of the amendment provided also the opportunity to incorporate in the agreement modifications recently included in other agreements, as well as to reflect the authority in the 1964 "private ownership" legislation.
