"(1) secure and maintain maximum independence and dignity in a home environment for older individuals

capable of self-care with appropriate supportive services; and

"(2) remove individual and social barriers to economic and personal independence for older persons.

"(b) It is the further purpose of this title to combine 17 within a single authorization, subject to the modifications 18 imposed by the provisions and requirements of this title, 19 the programs authorized by this title, title V and title VII 20 of this Act in fiscal years prior to fiscal year 1979, and 21 funds appropriated to carry out this title shall be used 22 solely for the purposes and for the assistance of the same types of programs authorized under the provisions of such

"DEFINITIONS

"SEC. 302. For the purpose of this title

"(1). The term 'social service' means any of the following services which meets such standards as the Commissioner may prescribe:

"(A) health, continuing education, welfare, informational, recreational, homemaker, counseling, or referral services;

"(B) transportation services to facilitate access to social services or nutrition services, or both; "(C) services designed to encourage and assist older persons to use the facilities and services available to them;

"(D) services designed to assist older persons to obtain adequate housing including residential repair and renovation projects designed to enable

older persons to maintain their homes in conform

ity with minimum housing standards or to adapt 19, homes to meet the needs of elderly persons suffering from physical disabilities;

"(E) services designed to assist older personsin avoiding institutionalization, including preinstitution evaluation and screening and home health services, homemaker services, shopping services, escort services, reader services, letter writing serv

ices, and other similar services designed to assist

such persons to continue living independently in

a home environment;

(F) services designed to provide legal and other counseling services and assistance, including tax counseling and assistance and financial counsel

ing, to older persons;

"(G) services designed to enable older persons to attain and maintain physical and mental wellbeing through programs of regular physical activity and exercise; or

"(H) services of an Ombudsman at the State

level to receive, investigate, and act on complaints

by older persons who are residents of nursing homes

and to advocate the well-being of such persons;

"(I) any other services;

"(2) The term 'nutrition services' means any nutrition project

"(A) which, five or more days a week, provides at least one meal per day and any additional meals which the recipient of a grant or contract un-:

of Sciences-National Research Council,

“(B) which may be provided in group settings

or may be home delivered meals, and

"(C) which may include nutrition education services and other appropriate nutrition services for older persons.

(3) The term 'multipurpose senior center' means a community facility for the organization and provision of a broad spectrum of social services (including provi

sion of health, social, and educational services and pro

vision of facilities for recreational activities) or nutrition services, or both, for older persons.

"(4) The term 'unit of general purpose local gov

ernment' means—

"(A) a political subdivision of the State whose authority is general and not limited to only one function or combination of related functions, or

"(B) an Indian tribal organization.

"(5) The term 'comprehensive and coordinated

system' means a system for providing all necessary social services and nutrition services in a manner designed to

"(A) facilitate accessibility to and utilization

of all social services and nutrition services provided

within the geographic area served by such system by any public or private agency or organization;

"(B) develop and make the most efficient use of social services and nutrition services in meeting the needs of older persons; and

"(C) use available resources efficiently and with a minimum of duplication.

"(6) The term 'State' means each of the several

States, the District of Columbia, the Commonwealth of

Puerto Rico, Guam, American Samoa, the Virgin Islands, the Trust Territory of the Pacific Islands, and the Northern Mariana Islands.

"(7) The term 'State agency' means the State agency designated by the State under section 305 (a) (1).

"(8) The term 'planning and service area' means an area specified by a State agency under section 305 (a) (1) (E).

"(9) The term 'information and referral source' means a location where the State or any public or

private agency or organization (A) maintains current

information with respect to the opportunities and services available to older persons, and develops cur
