OLDER AMERICANS VOLUNTEER PROGRAM

WHEN IT WAS ORIGINALLY ESTABLISHED, PURSUANT TO THE ENACTMENT OF THE OLDER AMERICANS ACT IN 1965, THE ADMINISTRATION ON AGING WAS EXPECTED TO SERVE AS THE FOCAL POINT OF MOST FEDERAL AGING PROGRAMS. IF IT IS TO FULFILL ITS MANDATE, WE MUST, FROM TIME TO TIME, TRANSFER PROGRAMS FROM OTHER AGENCIES TO AOA. OUR BILL WILL REPEAL TITLE IT OF THE DOMESTIC VOLUNTEER SERVICE ACT OF 1973, REENACT IT AS PART OF THE OLDER AMERICANS ACT, AND TRANSFER THOSE PROGRAMS

BACK TO THE ADMINISTRATION ON AGING.

LUTRITION PROGRAM

OUR BILL WILL EXPAND THE NUTRITION PROGRAM BY ADDING

AN ENLARGED HOME-DELIVERED MEALS COMPONENT. IN THE PAST,
HEW HAS

BY GUIDELINE DISCOURAGED THE USE OF TITLE VII
FUNDS FOR HOME-DELIVERED MEALS. WE BELIEVE THAT THE

DETERMINING FACTOR SHOULD BE THE NEEDS OF THE INDIVIDUAL,

NOT AN ARBITRARY REGULATION.

OUR BILL WILL REQUIRE THAT AN

ASSESSMENT OF NEED BE MADE FOR ANYONE SEEKING A HOME-DELIVERED

MEAL. IF THE PERSON IS, IN FACT, HOMEBOUND, THEN HE OR SHE
WOULD BE ELIGIBLE TO RECEIVE HOME-DELIVERED MEALS. THE

NUTRITION PROJECTS WOULD BE AUTHORIZED TO CONTRACT THIS

FUNCTION THROUGH EXISTING "MEALS-ON-WHEELS" ORGANIZATIONS.

WE WILL ALSO PROPOSE THAT THE TITLE VII HOME-DELIVERED

MEAL PROGRAM BE OPENED TO HANDICAPPED AMERICANS. SEVERAL

SIMILAR PROPOSALS, WHICH HAVE BEEN INTRODUCED TO DATE, STIPULATE

A MAXIMUM PERCENTAGE OF MEALS WHICH MAY BE SET ASIDE FOR THE

HANDICAPPED. WE WOULD RECOMMEND INSTEAD, MR. CHAIRMAN, THAT

THE ASSESSMENT OF NEED PRINCIPLE ALSO BE APPLIED IN THIS INSTANCE. IF THE HANDICAPPED PERSONS TRULY NEEDS THIS SERVICE HE OR

SHE SHOULD BE ALLOWED TO PARTICIPATE.

THE AUTHORIZATION LEVEL WILL BE SIGNIFICANTLY INCREASED

IN ORDER TO PROVIDE FUNDING FOR THE HOME-DELIVERED MEAL

COMPONENT AS WELL AS EXPANSION OF CONGREGATE MEALS, WHERE

NEEDED.

IN ORDER TO IMPROVE COORDINATION BETWEEN TITLES III AND

TITLE VII, WE ARE RECOMMENDING THAT THE PLANNING PROCESS
BE STRENGTHENED SO THAT THE SOCIAL SERVICE AND NUTRITION

PROGRAMS WILL PLAN THEIR ACTIVITIES TOGETHER AND THESE JOINT SERVICES WILL BE CONTAINED (ALONG WITH OTHERS) IN THE

COMPREHENSIVE STATE AND AAA PLANS. WE BELIEVE THAT CLOSER
COORDINATION BETWEEN THE EXPANDED TITLE III, TITLE VII,
AND TITLE IX PROGRAMS WILL REDUCE DUPLICATION AND IMPROVE

THE QUALITY AND QUANTITY OF SERVICES DELIVERED TO OLDER

AMERICANS.

TITLE IX

WE PROPOSE TO EXPAND THE COMMUNITY SERVICE EMPLOYMENT PROGRAM FOR OLDER AMERICANS. OUR PROPOSAL WILL ENLARGE AND REDEFINE THE ROLE OF THE NATIONAL CONTRACTORS BY PLACING EXPANDED EMPHASIS ON JOB DEVELOPMENT. THE CONTRACTORS CAN

EXPLORE INNOVATIVE APPROACHES TO JOB CREATION AND SECOND
CAREER
CARRIER TRAINING INCLUDING WORK SHARING WITHIN THE
PRIVATE SECTOR. THEY WILL WORK CLOSELY WITH LABOR UNIONS,
THE NATIONAL ALLIANCE OF BUSINESSMEN, AND INDUSTRIAL LEADERS

IN AN ONGOING EFFORT TO EXPAND JOB OPPORTUNITIES FOR OLDER

WORKERS.

THE STATE AGING AND EMPLOYMENT AND TRAINING OFFICES WILL

WORK TOGETHER TO EXPAND TRAINING AND PUBLIC SERVICE EMPLOYMENT

OPPORTUNITIES UNDER BOTH TITLE IX AND THE COMPREHENSIVE
EMPLOYMENT AND TRAINING ACT.

I WILL ALSO BE INTRODUCING, IN THE NOT-TOO-DISTANT FUTURE, LEGISLATION TO ESTABLISH A PROGRAM WITHIN CETA THAT WILL ADDRESS THE PROBLEMS OF OLDER WORKERS. THE NEW PROVISION

WILL ATTACK STRUCTURAL UNEMPLOYMENT THROUGH A COMPREHENSIVE

PROGRAM OF TRAINING, JOB DEVELOPMENT, SUPPORTIVE SERVICES,
AND PART-TIME PUBLIC SERVICE EMPLOYMENT. SUCH AN APPROACH
WILL, I BELIEVE, INVOLVE THE PRIME SPONSORS IN THE SEARCH

FOR WAYS TO KEEP THE OLDER WORKER ACTIVELY AND PRODUCTIVELY

INVOLVED IN THE ECONOMIC LIFE OF HIS COMMUNITY.

SERVICES TO INDIAN ELDERLY

MR. CHAIRMAN, I AM CONCERNED ABOUT THE NEED TO IMPROVE
SERVICES FOR OLDER INDIANS WHO LIVE ON TRIBAL RESERVATIONS.
WE ARE PROPOSING TO AMEND THE APPROPRIATE INDIAN EDUCATION
LEGISLATION TO PERMIT AOA AND THE BUREAU OF INDIAN AFFAIRS

Educational
(BIA) TO CONVERT SURPLUS FACILITIES INTO COMMUNITY CENTERS,
SENIOR CENTERS, EXTENDED CARE FACILITIES, AND SO FORTH.
THE TRIBE OR A NON-PROFIT ORGANIZATION COULD APPLY TO THE
BUREAU OF INDIAN AFFAIRS FOR THE RIGHT TO USE THE SURPLUS
FACILITIES. GRANTS FROM AOA AND OTHER SOURCES COULD THEN BE

USED TO RENOVATE AND REHABILITATE THE BUILDINGS AND OPERATE

THE PROGRAMS. THIS APPROACH WOULD ENABLE US TO EXPAND SERVICES TO OLDER NATIVE AMERICANS WHILE BUILDING UPON THE CAPITAL INVESTMENT WHICH HAS ALREADY BEEN MADE.

WE ARE STUDYING THE QUESTION OF PROVIDING SOME FORM OF DIRECT FUNDING FOR INDIAN TRIBES. MR. CHAIRMAN, WE KNOW THAT THIS SUB COMMITTEE STRUGGLED WITH THIS VERY DIFFICULT ISSUE DUR ING THE CONSIDERATION OF THE 1975 AMENDMENTS TO THE OLDER AMERICANS Act. WE HAVE NOT YET REACHED ANY WORKABLE CONCLUSIONS

IN THIS REGARD AND WE ARE FULLY AWARE OF THE MANY DIFFICULTIES
SUCH AN APPROACH PRESENTS. ALTHOUGH THE NUMBER OF ELDERLY
INDIANS IS RELATIVELY SMALL, THEIR PROBLEMS ARE NOT. THE
DELIVERY OF SOCIAL AND NUTRITIONAL SERVICES TO OLDER INDIANS
ON TRIBAL RESERVATIONS IS DIFFICULT AND, IN MOST CASES, ALMOST

NON-EXISTANT,
