Invitation of the United States of America to the

Doc. 3, April 26

Conference
(Text)

The Government of the United States of America, on behalf of itself and of the Governments of the United Kingdom of Great Britain and Northern Ireland, the Union of Soviet Socialist Republics, and the Republic of China, invites the Government of [name of Government invited was inserted here] to send representatives to a conference of the United Nations to be held on April 25, 1945, at San Francisco in the United States of America to prepare a charter for a general international organization for the maintenance of international peace and security.

The above-named Governments suggest that the conference consider as affording a basis for such a charter the proposals for the establishment of a general international organization, which were made public last October as a result of the Dumbarton Oaks Conference, and which have now been supplemented by the following provisions for Section C of Chapter VI:

C. VOTING.

1. Each member of the Security Council should have one vote.

2. Decisions of the Security Council on procedural matters should be made by an affirmative vote of seven members.

3. Decisions of the Security Council on all other matters should be made by an affirmative vote of seven members including the concurring votes of the permanent members; provided that, in decisions under Chapter VIII, Section A, and under the second sentence of Paragraph 1 of Chapter VIII, Section C, a party to a dispute should abstain from voting.

Further information as to arrangements will be transmitted subsequently. In the event that the Government of [name of Government invited was inserted here] desires in advance of the Conference to present views or comments concerning the proposals, the Government of the United States of America will be pleased to transmit such views and comments to the other participating Governments.

Unofficial Representation of Intergovernmental
Organizations

The telegram below, mutatis mutandis, was sent to the following intergovernmental organizations on April 11, 1945:

League of Nations

Permanent Court of International Justice
International Labor Organization

United Nations Interim Commission on Food and Agriculture
United Nations Relief and Rehabilitation Administration

The Secretary General of the League of Nations should be informed that this Government, as the host government, suggests that it would be helpful if, during the forthcoming United Nations Conference on International Organization, the League were to be unofficially represented in San Francisco. It is requested that the representation of the League not exceed two or three persons, in view of war-time transportation and housing congestion. The representatives of the League, it is hoped, will hold themselves available in San Francisco for informal consultation with regard to matters which may arise during the course of the Conference and which would be of particular concern to the League. The Department will be happy to assist in making train and hotel reservations when notified of the names of the representatives designated and of their desires in this respect, and will arrange for these representatives to attend all public sessions of the Conference.

List of Nations Participating

STETTINIUS

The list of fifty participants given below includes the four sponsoring nations, China, the Union of Soviet Socialist Republics, the United Kingdom, and the United States; the forty-two nations which accepted the original invitation to participate; and the following delegations, which took their seats on the dates indicated: Byelorussian Soviet Socialist Republic, April 27; Ukrainian Soviet Socialist Republic, April 27; Argentina, April 30; and Denmark, June 5. On the final documents, a place was provided for later signature by Poland.
