Summary Report of First Meeting of the Preparatory
Commission, June 27

Mr. Leo Pasvolsky (United States) opened the meeting at 11:22

a.m.

The Delegate of Australia proposed, and the Delegates of Belgium and Chile seconded, a motion that Mr. Pasvolsky should take the Chair.

Decision: Motion approved by acclamation.

The Chairman proposed that Mr. Alger Hiss (Secretary-General, United Nations Conference) should act as Secretary of today's meeting.

Decision: Proposal approved by acclamation.

The Secretary explained that the agenda (Doc. 1) was tentative, having been prepared by the Secretariat to assist the meeting. He wished to make it clear that item II referred to the staff of the Executive Committee, and that item IV referred to the first meeting of that Committee and not to the Commission.

The Chairman said that item I of the agenda referred to the convocation of meetings of the Preparatory Commission, which would be held when called by the Executive Committee, as specified in the Agreement (Doc. 1190, G/127). He proposed that the Preparatory Commission, at its first business session, should elect its secretary and officers.

Decision: Agreed unanimously.

The Secretary recommended that the meeting should agree, in respect of the remaining items on the agenda, that:

(a) the nomination of officers and staff for the Executive Committee should be done by the first business meeting of the Executive Committee in London;

(b) subject to the agreement of the United Kingdom Government, the first meeting of the Executive Committee should be convened at the earliest practicable date;

(c) the United Kingdom Government should name an interim officer, with necessary staff, to prepare for the meeting in question;

(d) the Executive Committee should agree upon its own rules of procedure at its first meeting, the interim officer to assist by preparing appropriate draft documentation;

(e) the United Kingdom Government should be nominated custodian of the documentation of the Conference, pending its disposition by arrangement with the Executive Committee, and its eventual handing over to the United Nations Organization.

The Delegate of New Zealand, seconded by the Delegate of the Philippines, moved that the above recommendations be accepted.

The Delegate of the United Kingdom expressed agreement with the recommendations and said his Government, which would arrange the necessary accommodations as soon as possible, would notify the other members of the Executive Committee of the earliest date at which, subject to their convenience, the first meeting of the Committee could be held. This might perhaps be the first week in August.

Decision: Motion approved unanimously.

The Secretary asked leave to remind delegates that, in accordance with the decision of the Conference at its penultimate plenary session, the United Nations Information Service was preparing all documents removed from the restricted category for publication in convenient form.

The Delegate of Australia proposed that the Chairman be empowered to make a suitable report of the meeting to the press.

Decision: Proposal accepted unanimously.

There being no other business, the meeting adjourned at 11:58 a.m.
