Objectives

Justification

This appropriation, for expenditure by the Architect of the Capitol, is to provide for the structural and mechanical care of the United States Supreme Court Building and Grounds, including maintenance and operation of mechanical equipment. The Architect performs his duties under authority of the Act of May 7, 1934 (48 Stat. 668).

The mechanical equipment includes such items as air-conditioning, refrigeration and ventilating systems with more than 1,000 pieces of equipment; electrical transformer stations; 300 plumbing fixtures and related piping; 8 elevators and 5 dumbwaiters; electric fixtures and wiring.

A force of 33 cmployees is required for the fiscal year 1974 to cover 3 shifts daily and is made up of 1 Supervising Engineer; 1 Foreman, 3 Mechanics, 4 Attendants and 4 Assistant Attendants in the heating, ventilating, air-conditioning and refrigeration department; 1 Electrician Foreman and ↳ Electricians; 1 Steamfitter-Plumber Foreman, 3 Steamfitter-Plumbers; 1 Elevator Mechanic Foreman and 1 Mechanic; 1 Marble Mason; 1 Painter; 1 Oiler and Greaser; 1 Gardener Foreman and 2 Grounds Maintenance Men; 1 Storekeeper and 2 General Laborers.

This allotment provides for 33 positions the same number as allowed for 1973 compensated under General Schedule rates (Classification Act), 5 U.S.c. 5332 (a), and thirty-one on a prevailing wage-rate basis under the provisions of 5 U.S.C. 5341-5344.
