Cost for operating the new FBI Academy at full capacity during the 1974 fiscal year
The FBI, in May 1972, commenced limited training operations at its new training complex
which is nearing completion at the Marine Corps Base at Quantico, Virginia. The training
operations will be expanded commensurate with the completion of the additional construction,
landscaping, drainage, paving and other work to be undertaken in the near future. The new
facility is expected to be operating at full capacity before the beginning of the 1974
fiscal year.
The new facility will be used to train FBI personnel and to expand the
training of local and state law enforcement officers. In order to meet the present needs
of law enforcement, the FBI plans to train 1,000 officers in the National Academy and to
offer specialized schools and symposia to 2,000 officers during the 1974 fiscal year.
additional $714,000 will be needed to operate the FBI Academy at full capacity in the 1974
fiscal year.

Increase for essential equipment and furnishings for the new FBI Headquarters building
Completion of the J. Edgar Hoover Building · the new FBI Headquarters building
is now scheduled for mid-1974. While most of the furniture presently in use will

be moved into the new building, it will be necessary to acquire certain essential
equipment and furnishings for fingerprint, laboratory, training, records and other
service operations. This will require an additional $3,273,000 during the 1974

fiscal year.

Additional funds for the automation of the fingerprint operation

The results obtained from the FBI's continuing research and development effort
to automate the fingerprint operation have been most encouraging.
The proto-
type fingerprint-reading scanner system was delivered in September 1972 and is
being tested and evaluated. Work is progressing on detailed systems designs
for introducing automation throughout the Identification Division. In order
to sustain this most promising effort, additional funds of $9,042,000 will be
required during the 1974 fiscal year. This will provide for the design and
construction of a special-purpose computer to handle data read by the finger-
print-reading scanner systems, the purchase of five fingerprint-reading scan-
ner systems, the rental of computer equipment required for the automation of
fingerprint operations, reimbursement to the National Bureau of Standards for
its technical assistance and studies by outside contractors directed to the
eventual automation of all fingerprint operations. The estimates of funds
required were derived in consulation with experts from the National Bureau
of Standards.

Net increase in costs for rent

communications and utilities

This increase consists mainly of additional costs for computer and related
equipment rental for the increasing volume of work being handled by the
National Crime Information Center, particularly in connection with its
Computerized Criminal History file, and for the automation of the records
operation.
