BUDGET REQUEST

Senator PASTORE. The next appropriation is for U.S. marshals. For fiscal 1974 the budget request totals $39,627,000, an increase of $918,000 over the fiscal 1973 appropriation of $38,709,000. No increase over the 2,005 positions authorized for fiscal 1973 is requested.

UNCONTROLLABLE ITEMS AND TRANSFERS

Senator PASTORE. Our principal witness is Mr. Hill, Associate Director, U.S. Marshals Service.

You may proceed.

Mr. HILL. Let me first say that Mr. Colburn has been and is in South Dakota. That is the reason for his not being here.

Senator PASTORE. You mean at Wounded Knee?

Mr. HILL. Yes, sir.

Mr. Chairman and members of the subcommittee, I appreciate the opportunity to appear in support of the budget request of $39,627,000 for the U.S. Marshals Service for 1974. The budget provides for the following major items.

1. Uncontrollable increases: $617,000. These increases result from legislative or executive actions making mandatory increases in cost for personnel services, benefits, and communications.

2. Transfers to and from other accounts: $301,000. It is proposed that $301,000 be transferred from the Federal Bureau of Investigation for employee application security investigations.

This concludes my statement. I shall be glad to answer any questions.

Senator PASTORE. How many vacancies do you have?

Mr. HILL. As of March 15, we had 28 vacancies.

Senator PASTORE. Senator Hruska?

Senator HRUSKA. Are those in field positions?

Mr. HILL. The entire Service, Senator.

ABSORPTION OF PAY INCREASE

Senator PASTORE. Did you absorb any of the pay increase?
Mr. HILL. I will have to defer to Mr. Pommerening.

Mr. POMMERENING. Mr. Chairman, the Marshals Service was able to absorb a portion of the pay increase.

Senator PASTORE, How much?

Mr. POMMERENING. $423,000. In addition to the amount absorbed they are to receive by transfer $360,000.

Senator PASTORE. Besides that they would need the $617,000? Mr. POMMERENING. Yes, Mr. Chairman, $617,000 represents uncontrollable increases for 1974, but does not include increased pay cost.

Senator PASTORE. With that absorption.

Mr. POMMERENING. Yes, sir. The absorption relates to 1973.

POSITIONS AND VACANCIES

Senator PASTORE. How many people do you have in your section? How many U.S. marshals are there in the Service?

Mr. HILL. We have 2,005 full-time positions.

Senator PASTORE. You only have 28 vacancies?

Mr. HILL. Twenty-eight vacancies as of March 15.

Senator PASTORE. There isn't much of a turnover in that department, is there?

Mr. HILL. No. There isn't. Our service has a low turnover.
